2 2015-2020 F5SMC Strategic Plan Vision: Success for every child Mission: First 5 San Mateo County promotes positive outcomes for young children and their families through strategic investments, community leadership, and effective partnerships

3 Planning Environment Eight months of intensive community and Commission conversations (February 2014 -September 2014) Environment of continued funding decline projections Persistent community challenges related to young children and their families Adherence to statute requirements of strategic planning and intent of Proposition 10 Culture of excellence and dedication among F5 grantees and partners

4 Statewide First 5 Trends While First 5 dollars were never able to meet all of the need for children 0-5 and their families, the decrease in funding has resulted in four related statewide trends in Commission investments: 1.Endorsing practices with evidence of effectiveness 2.Focusing on prevention 3.Targeting populations most at risk 4.Shifting the balance from funding primarily direct services to more strategic and systemic investments

5 2015-2020 Desired Outcomes 1.San Mateo County will give priority to young children and their families 2.Communities provide a safe and healthy environment for young children 3.Children have access to high-quality early care and education settings 4.Families feel connected to and supported by their community and able to nurture their child’s health and development 5.Children have healthy attachments to their parents and caregivers 6.Children have access to and are utilizing appropriate health care services to meet their health and developmental needs

6 How will outcomes be achieved ? It was understood by the Commission and community that investment alone will not make significant impact on the outcomes. For the duration of the 2015-2020 Strategic Plan, First 5 San Mateo County will focus on three primary community roles (not in order of priority): 1.Strategic Financial Investor 2.Community Partner in aligned efforts 3.Community Leader to advocate for the prioritization of young children and their families in decision making processes

7 Community Approach Prioritizing young children in San Mateo County requires common understanding, shared ownership, willingness to change, and commitment to opportunity for all children. First 5 San Mateo County supports a community wide effort through: 1.Leadership on early childhood advocacy and policy development 2.Multidisciplinary community partnerships 3.Community education In-depth report planned for the March Commission Meeting

8 Focus Area Investments Strategic Investments including grants leading toward the Commission’s desired outcomes are organized into 3 primary focus areas. These are: 1.Child Health and Development 2.Family Engagement 3.Early Learning In-depth report and discussion of these investments occurred at the January 25 th Commission Meeting
