1 Regional Outreach Decision-Making Framework Educational Attainment Families Communities Institutions Intention: Improve the educational attainment Attention: The number & location of participants The short-term impacts that occurred The increase potential for long- term impacts and those impacts Considerations: Fostering educational opportunities to improve quality of life Most direct impact on educational attainment Balance across all areas of education Linkage of other strategic goals to educational attainment Criteria: Link community and university Innovation Evidence of need Alignment w/ mission Initiative funding Evidence of matching funds 3 years maximum Impact across the region Proof of capacity to sustain effort Not replacing lost tax-based funding

2 Attention – Key Questions – How many children and youth were engaged? In the case of a secondary target population, how many were engaged and what was the intended and actual link to children and youth? What was the participation by ages and counties? Is support being provided to all citizens regardless of educational attainment goals? – What are the short-term and long-term impacts of the supported programs and services? What changes occurred for the children and youth targeted, directly and indirectly, with the programs or services? What evidence is found that an aspect of educational attainment improved? (Readiness, capacity, support, attainment, application, progression, etc.) And, what is the quality of the improvement? What changes occurred in a system, a community, and families targeted with the programs and services? And, in what ways did these changes impact educational attainment for children and youth? In what ways do the changes impact the future of the region, (job creation/entrepreneurial spirit, collaborative partnerships, and overall quality of life)

3 Guidelines Decisions are guided by a commitment to Strategic Goal Number 1 to improve educational attainment for children and youth across the region. Decisions to support activity in the other three Strategic Goals will be guided by evidence of the most direct impact on Strategic Goal Number 1. Primary target population is “children & youth”. Secondary target populations are systems, communities, and families and are considered as impacts on them related to impacts on “children & youth”. Council members may not submit funding proposals. Council members associated with funding proposals may advocate and support but must remove themselves from decision-making. Others?
