1 NYPUNYAM INTERNATIONAL SKILL SUMMIT 2016 INDUSTRY PERSPECTIVE ON SKILLING – PRESENTED BY P.GANESH, PAST CHAIRMAN CII KERALA.

2 PREAMBLE  INDUSTRY REQUIRES HUGE MAN POWER ON A SUSTAINABLE BASIS.  INDIAN EDUCATION SYSTEM PRODUCES MANPOWER THAT IS GENERIC WITH HARDLY ANY FOCUS ON APPLICATION.  HENCE THE IMPORTANCE OF SKILLING OF MANPOWER.  SKILLING IS REQUIRED FOR TECHNICIANS, ENGINEERS, PARA MEDICS, ACCOUNTANTS, ADMINISTRATORS, ETC.  SKILLING SHOULD BE AN ADD-ON, TO THE EXISTING SYSTEM OF EDUCATION.  EARN WHILE YOU LEARN CONCEPT SHOULD BE MADE MANDATORY.  RESEARCH & DEVELOPMENT LABORATORY SHOULD BE MANDATORILY ESTABLISHED IN ALL EDUCATION INSTITUTIONS.

3 INDUSTRY PERSPECTIVE  THE EDUCATIONAL INSTITUTIONS WILL FUNCTION AS A TRAINING CENTER AND THE INDUSTRY SHOP FLOOR WILL FINCTION AS THE SKILL DEVELOPMENT CENTER.  THE FACULTY & INSTRUCTERS SHOULD UNLEARN AND GET TRAINED ON THE LATEST DEVELOPMENT IN THE INDUSTRY. THERE SHOULD BE AN ORIENTATION PROGRAM DESIGNED TO TAKE CARE OF THIS ASPECT.  SHORT TERM PART TIME COURSES SHOULD BE MADE AVAILBLE FOR ENABLING SKILLING.  MULTIPLE EMPLOYMENT & PART TIME EMPLOYMENT SHOULD BE ENCOURAGED. RIGID AND OUTDATED LABOR LAWS SHOULD BE SCRAPPED.  ENCOURAGE ESTABLISHMENT OF MORE NUMBER OF HUMAN RESOURCE DEVELOPMENT & DEPLOYMENT FIRMS.

4 INDUSTRY PERSPECTIVE – UNSUCCESSFUL ENGINEERING STUDENTS.  WITH MUSHROOMING OF ENGINEERING COLLEGES MORE THAN 60% OF THE STUDENTS WHO ENTER ENGINEERING COLLEGES SELDOM BECOME ENGINEERS. THEY ARE A VERY VULNERABLE SECTION OF THE SOCIETY SINCE THEIR QUALIFICATION IS ONLY PLUS TWO.  NEED TO DESIGN ONE YEAR APPLICATION COURSES IN VARIOUS PRACTICAL ASPECTS OF ENGINEERING & MAKE THIS CRITICAL MASS SUCCESSFUL.  COURSES CAN BE ON:  AUTOCAD APPLICATION ENGINEERING FOR CIVIL, ELECTRICAL, MECHANICAL AND ELECTRONICS.  AANIMATION, SOFTWARE DEVELOPMENT & ASSOCIATED FIELD.  SHOP FLOOR MANAGEMENT, SITE SUPERVISORS, SAFETY, QUALITY AUDIT.  SALES & MARKETING.  LOGISTICS & SUPPLY CHAIN MANAGEMENT.  ROBOTICS, TESTING OF MATERIALS, PROCESS ENGINEERING.  AIRCONDITIONING, COLD ROOM, ELECTRICITY SUPPLY & MAINTENANCE.

5 INDUSTRY PERSPECTIVE – FINANCE, ACCOUNTS, ORGANISED RETAIL, PARAMEDICS, TRAVEL & TOURISM.  ONE YEAR DIPLOMA COURSE FOR INDIRECT TAXES & DIRECT TAXES.  ONE YEAR DIPLOMA COURSES FOR BASICS OF FINANCE & ACCOUNTS.  ONE YEAR DIPLOMA COURSES FOR ORGANIZED RETAIL, SALES, SUPPLY CHAIN MANAGEMENT, INVENTORY, COST CONTROL, LEAD TIME.  ONE YEAR DIPLOMA COURSES FOR PARAMEDICS – CT SCANNING, MRI SCANNING, MAMMOGRAPHY, VARIOUS OTHER BIO- MEDICAL DEVISES.  ONE YEAR DIPLOMA COURSES FOR SOCIAL ENGINEERING, ENVIRONMENTAL ENGINEERING, VALUE ENGINEERING, TOWN PLANNING, TRANSPORTATION.  ONE YEAR DIPLOMA COURSES ON SECRETARIAL PRACTICE, DATA ENTRY, HUMAN RESOURCE MANAGEMENT, TOURISM & TRAVEL EXECUTIVE.

6 INDUSTRY PERSPECTIVE – TRADE TECHNICIANS.  ONE YEAR CERTIFICATE COURSES ON:  FIRE & SAFETY.  LIFT, TRAVELATOR & ESCALATOR.  TIG & MIG WELDING.  METAL FINISHING.  FMCG SERVICING.  MODERN PLUMBING & WASH ROOM ACCESSORIES.  ELECTRICAL INSTALLATION, AIRCONDITIONING.  FOUR WHEEL DRIVING, MAINTENANCE & UPKEEP.

7 INDUSTRY PERSPECTIVE – HUMAN RESOURCE DEVELOPMENT & DEPLOYMENT.  ENCOURAGE MORE NUMBER OF HR DEPLOYMENT COMPANIES. THEY CAN RECRUIT A GOOD NUMBER OF PEOPLE UNDER VARIOUS CATEGORIES & DEPLOY THEM WITH VARIOUS ESTABLISHMENTS ON NEED BASIS. ONLY CRITERIA WILL BE ALL STATUTORY EMPLOYEE BENEFITS SHOULD BE PROVIDED.  THIS WILL HELP FLEXIBLE EMPLOYMENT AND NEED BASED EMPLOYMENT FOR THE INDUSTRY. IN A GLOBAL ECOSYSTEM THIS FLEXIBILITY IN EMPLOYMENT IS VERY CRITICAL.  THE EXISTING EMPLOYMENT EXCHANGES CAN BE RE-CHRISTENED AS HR DEPLOYMENT COMPANIES.  THIS WILL HELP IN GENERATING MORE EMPLOYMENT, SKILLING & OFFCOURSE EXPORT OF MANPOWER.

8 INDUSTRY PERSPECTIVE – LABOR LAWS  REPLACE ALL REDUNDANT LABOR LAWS. ADOPT THE SMALL FACTORIES ACT ENANCTED BY THE GOVERNMENT OF INDIA, UNIFORMLY ACROSS ALL STATES IN INDIA. MAKE LABOR LAWS VERY SIMPEL FOR UNITS EMPLOYING UP TO 100PEOPLE IN ONE LOCATION.  EMPLOYEE –EMPLOYER RELATIONSHIP SHOULD BE VIEWED AS A CONTRACT. HENCE ALL COMPENSATION SHOULD BE PRODUCTIVITY LINKED.  FLEXIBLE EMPLOYMENT AND NEED BASED EMPLOYMENT BASED ON INDUSTRY DEMAND SHOULD BE ENCOURAGED.  ESI, PF CONTRIBUTIONS SHOULD BE FOR A BASIC EMOLUMENT FOR VARIOUS CATEGORY OF EMPLYMENT.
