3 IBC 2012 Chapter 17, Section 1703 Approved Agencies Approved Agency An approved agency shall provide all information as necessary for the building official to determine that the agency meets the applicable requirements. Independent An approved agency shall be objective, competent and independent from the contractor responsible for the work being inspected. The agency shall also disclose possible conflicts of interest so that objectivity can be confirmed IBC 2012

9 What ARE Special Inspections?
Who Can Perform Them? Definition of Special Inspection IBC 2012, Chapter 2, Section 202 Inspection of construction requiring the expertise of an approved special inspector in order to ensure compliance with this CODE and the approved construction documents. ASTM C 231 Test for Air Content

10 Two Types of Special Inspections
Continuous (full-time) Special inspection by the special inspector who IS present when and where the work to be inspected IS being performed. Periodic (part-time) Special inspection by the special inspector who is intermittently present where the work to be inspected HAS BEEN or is being performed.

11 IBC 2012, Section 1704.2.4 Report Requirements
“Special Inspectors” shall keep records of inspections. The special inspectors shall furnish inspection reports to the building official and to the registered design professional (RDP) in responsible charge. PASS/FAIL COMPLIES DISCREPANCY

Special Inspections - Concrete STATEWIDE BUILDING CODE INTERNATIONAL BUILDING CODE (IBC) - IBC 2012 ACI Building Code Requirements for Reinforced Concrete ASTM Standards (80 plus) in IBC and the Statewide Code The CODE does not incorporate ACI 301 “Specifications for Structural Concrete” however, ACI 301 is a part of the construction documents and compliance is mandated. Post installed concrete anchors ACI 355 “Qualifications of Post-Installed Mechanical Anchors in Concrete” ACI , Section 8.1.3 Anchors within the scope of Appendix D installed in concrete to transfer loads between connected elements shall be designed in accordance with Appendix D. IBC 2012, Chapter 19, Section Design of anchors installed in concrete for the purpose of transmitting structural loads from one connected element to the other. IBC 2012

Verifying the Use of (Approved) Concrete Mix Designs ACI 318, Method #1 Section Sample Standard Deviation Materials, quality control procedures, and conditions similar to those expected on project for which the mixtures are being proposed Shall consist of at least 30 consecutive tests or two groups of consecutive tests totaling at least 30 tests as defined in Section Modification Factor when less than 30 tests are available The KEY is consecutive tests, same materials, same QC conditions, etc.

Inspection task #5 (continued) ACI 318, Method #2 Section Concrete Trial Mixtures Materials shall be those that will be used for proposed work At least three different mixtures with different water-cement ratios Trial mixes will be proportioned so as to have slump within .75” of proposed slump and within .5% of maximum allowable air content IBC 2012

24 Sampling Freshly Mixed Concrete
ASTM C Sample concrete from concrete chute ASTM C , Section 5, Note 2 Sampling should normally be performed as the concrete is delivered from the mixer to the conveying vehicle used to transport the concrete to the forms (or point of final placement); however, specifications may require other points of sampling, such as the discharge of a concrete pump. IBC 2012

25 Duties and responsibilities of Contractor
INITIAL CURING OF FIELD CONCRETE SPECIMENS ACI , section d Duties and responsibilities of Contractor Provide space and source of electrical power on the project site for facilities to be used for initial curing of concrete test specimens as required by ASTM C 31, for the sole use of Owner’s quality assurance testing agency. 26 Responsibilities of Owner’s Testing Agency
INITIAL CURING OF FIELD CONCRETE SPECIMENS ACI , section e Responsibilities of Owner’s Testing Agency Owner’s testing agency will conduct concrete strength tests during construction by making and curing test specimens according to ASTM C 31 and testing them according to ASTM C 39. Concrete strengths for acceptance shall be the average of: 2 cylinders if 6”x 28 days cylinders if 4” x 28 days IBC 2012

34 VUSBC 2009 - 2012 Significant Code Changes - FORMS
Table , Task #12 IBC Inspect formwork for shape, location and dimensions of the concrete member being formed. ACI 318, section 6.1.1 Nominal dimensional inspection tasks required VUSBC 2009 expanded inspection to all of ACI 318, sections 6.1 and VUSBC 2012 falls in line with IBC 2012. Dimensions, form tightness, bracing, ties, supports, construction load, impact loads, form removal, shores, reshoring, and some degree of structural analysis.

37 Compressive Strength Test
Addressing Concrete Test Specimen Failures ACI 318, Section Strength level of an individual class of concrete shall be considered satisfactory if both of the requirements are met: Every arithmetic average of any three consecutive strength tests equals or exceeds design strength (f’c) 2. No individual strength test (average of two cylinders) falls below f’c by more than 500 psi when f’c is 5000 psi or less; or by more than .10 f’c when f’c is more than 5000 psi. 40 Concrete Pre-Construction Checklists
Discuss cold and hot weather procedures Will the concrete be pumped? Where will testing/specimens be done? What will be the average size of concrete placement? Largest size? Who is responsible for the addition of mix water at the job site? Discuss methodology for determining total amount of mix water Discuss concrete QC tests and acceptability parameters. Frequency of samples; number of test specimens, extra test specimens Are field cure specimens required? Discuss validity of field cures. IBC 2012

Size of test specimens: 6” x 12” or 4” x 8” (4” x 8” - three 28 day tests) Discuss pick up of test specimens (weekends, holidays) Placement and finishing procedures (rebar, wire fabric, joint patterns) Protection of slabs due to evaporation (retardants, wind breaks, misting) Procedures for placing and finishing during extreme climatic conditions Proper people to discuss discrepancies with at job site?
