3 Federal Regulations 1965 - Bureau of Education for the Handicapped was created. Educating students with disabilities NOT mandatory. 1975 – P.L. 94-142 Education for All Handicapped Children Act Mandated all school districts to educate students with disabilities. 1990 – ADA - Americans with Disabilities Act Created to include the Section 504 of the Rehabilitation Act. ADA amended to become the IDEA the Individuals with Disabilities Education Act

4 Federal Regulations 1997 – IDEA – Reauthorized Include students with disabilities on state and district wide assessments. 2001 – NCLB Include students with disabilities in state assessments to measure proficiency in math and reading. 2004 IDEA – Reauthorized More data on outcomes required. Districts will provide instruction and intervention to keep students out of special education. (Response to Intervention)

9 Public High Cost Aid If a district has a student with a disability whose special education costs are above a certain threshold, the district may receive additional aid. District Threshold The state determines the threshold for each district using a formula comprised of the approved operating expenses, the district’s combined wealth ratio and the total number of students counted for state aid.

10 Public High Cost Aid Excess Cost Ratio After the threshold is met, the district applies for high cost aid. The state has a formula for calculating what percentage the district will receive on the remaining amount of the expense.

11 Public High Cost Aid An example: $75,000 – Annual cost for student with a disability - 41,793 - District threshold $33,207 – Amount district can apply to high cost aid $33,207 x.60 – Excess cost ratio $19,924 – Amount of high cost aid district receives

14 Deposit – Hancock Shared History 2005 - 2009 – Transportation Shared bus run to the Rome School for the Deaf. Changes in teacher evaluation (APPR) – Who is the teacher of record? – Component of teacher’s score for the evaluation system. Changes in graduation requirements for students with disabilities. – Elimination of RCT exams – Transition to new Graduation credential
