9 OPTIONS – SMART PACIFIC ISLANDS Involves connecting the Pacific through a project called SMART PACIFIC ISLANDS that will deliver e-commerce, e-life and e- government to the Pacific; Regional PPP between PIDF and a Chinese company partner China Communication Services; Funding: sought to fund the project under China's USD$2 billion aid package for the Pacific announced at Guangzhou in 2013; The MOU with PIDF was signed in July 2014; Fully integrated ITC system across Pacific Islands using combinations of existing satellite, broadband, optical cables technologies.

10 OPTIONS – MARITIME SILK ROAD Maritime Silk Road. Project by French Polynesia with Huawei linking the Pacific through an underwater cable from South America to China.

15 ELEMENTS OF SOLUTIONS Take a regional approach to Pacific connectivity issues but ensure national priorities are addressed through multi- stakeholder National Sustainable Development Boards Focus on addressing the quagmire of transport/airline access Use the big elephant in the room (GCF funding for climate resilience to vulnerable SIDS) to complement Private investment in ITCs development Support a virtual/regional Pacific Environmental and Climate exchange matching partnerships for grass-root sustainable development
