1 Prague Proclamation Presentation at the European Seminar on CSO Development Effectiveness, Vienna, 10 and 11 March 2010

2 Accra Agenda for Action We will deepen our engagement with civil society organisations 20. We will deepen our engagement with CSOs as independent development actors in their own right whose efforts complement those of governments and the private sector. We share an interest in ensuring that CSO contributions to development reach their full potential. To this end: a) We invite CSOs to reflect on how they can apply the Paris principles of aid effectiveness from a CSO perspective. b) We welcome the CSOs’ proposal to engage with them in a CSO-led multistakeholder process to promote CSO development effectiveness. As part of that process, we will seek to i) improve co-ordination of CSO efforts with government programmes, ii) enhance CSO accountability for results, and iii) improve information on CSO activities. c) We will work with CSOs to provide an enabling environment that maximizes their contributions to development.

3 Prague Conference Proclamation Conference participants concur that the added value of the CSOs in development cooperation is, among others, based on four particular aspects: 1. Access and commitment to use grassroots knowledge of local conditions, contexts and motivations 2. Sensibility to human rights, understanding and empathy 3. Genuine partnership based on common vision and interests 4. Diversity of actors in terms of legal status, size, experiences or roles In order to harness the added value of CSOs for increased development impact, conference participants commit to discuss and explore within the Open Forum how CSOs relate to the development effectiveness principles:

4 Prague Conference Proclamation In the field of Grassroots Knowledge: Democratic ownership Full participation and inclusiveness Building on existing and emerging processes Recognition and understanding of all contexts as unique and consideration for linkages and consequences Facilitating consensus on development priorities Willingness to take initiative and risk

5 Prague Conference Proclamation In the field of Human Rights, Understanding and Empathy: Focus on all human rights and human dignity Frank communication and careful listening to partners and other actors Communicating own experiences and lessons learned Mutual understanding and respect Promoting gender equality and advocating to address the causes of vulnerability Challenging systems and structures that promote or condone inequality and discrimination in any form Solidarity among civil society activists and organizations

6 Prague Conference Proclamation In the field of Genuine Partnership: Mutual transparency and predictability Division of roles and joint/mutual responsibility and accountability Facilitation and mediation of cross-sectoral cooperation Sustainability Making explicit our own basic assumptions while respecting those of others Emphasis on good governance principles and on systemic changes

7 Prague Conference Proclamation In the field of Diversity of Actors: Respect for the diversity of CSOs Mutual support between small and big, new and old, developed and developing CSOs Mutual cooperation and sharing of best practices Combination and complementarity of different roles
