1 Spring 2015 OMSP Request For Proposal

2 Important Dates Intent to Submit: March 21, 2015 Applications: 4:30 p.m., Friday, May 15, 2015 Announcement of Grant Awards: August 3, 2015 Grant Period: August 16, 2015 to August 15, 2016

3 Funds Available Grant Award: Ten to twenty-five new grants Funding Range: $75,000 to $350,000 (per grant year)

4 Grant applications received after the deadline will not be accepted or reviewed.

5 Submission Applicants may submit either an electronic proposal or a paper proposal. If submitting a paper proposal, all signatures must be in blue ink.

9 Goal: Increase Teacher Content Knowledge

10 Program Goal Requirements Content must be aligned to Ohio’s New Learning Standards Content must be taught at depth and rigor of college course Must include quantitative measures of teacher and student progress Design must be experimental or quasi experimental

11 Assistance for Planning and Writing Identifying and Implementing Educational Practices Supported by Rigorous Evidence: A User Friendly Guide A Guide for Reporting on Rigorous Evaluations for the US Department of Education Mathematics and Science Partnerships (MSP)”

13 Required Components Proof of High Needs School/District Proof of Private School Consultation Active and sustained Institution of Higher Education STEM involvement Completed Budget Narrative Signed ODE Assurance Rigorous Evaluation Plan

14 High Need Criteria: First Tier District in which 40 percent of the children are from families with incomes below the poverty line based on the LEA’s Free and Reduced Price Lunch Count, a Percentage of Standards Met score of less than 70%

15 High Needs Criteria: Second Tier …and with Local Report Card grades of D or F in any of the following categories: Annual Measurable Progress Disabled Value-Added Lowest 20% Value-Added

16 High Needs Criteria: Third Tier Additionally the district/school and project director must include data from the Local Report Card and the school’s internal information of their achievement in mathematics and/or science that proves teacher professional development in mathematics or science is necessary.

17 STEM Faculty Requirement STEM Faculty Involvement at School Level STEM Faculty must have meaningful and prolonged direct contact with teachers

18 Professional Development Requirements: Scientifically based research Supported by quantitative data Random or quasi experiments

19 Professional Development Requirements: Aligned to the Ohio New Learning Standards Ohio’s New Learning Standards for Science do not include separate standards for Engineering and Technology, or Scientific Practices (Inquiry)

20 Professional Development Requirements: Improve and increase teachers’ knowledge of the academic subjects they teach. The improvement must be quantifiable

21 Contact Hours Requirements Summer Workshop – 40 hours –And 80 hours of school year professional development Summer Institute – 60 hours –And 60 hours of school year professional development

22 Contact Hours Requirements Minimum Professional Develop hours for an acceptable proposal is 120 nonconsecutive hours.

23 Professional Development Requirements Must include discussion of classroom application Modeling of appropriate pedagogy Integration of technology and engineering Integration of mathematics/science practices

24 Evaluation Must Include Plan for: Quantitative analysis Needs assessment Identify specific content weakness of the teachers

25 Review Proposals will be reviewed by staff for completeness and compliance with the requirements in the application to determine eligibility. 1

26 Review Any questions about significant omissions from a proposal or about applicant eligibility will be addressed to the program director of the proposing organization. 2

27 Review If a proposal is late, significantly incomplete, or an applicant cannot establish its eligibility, the proposal will be omitted from the competition. 3

28 Review Decisions made by the ODE are final. Applicants submitting proposals that are withdrawn due to incompleteness or ineligibility will be notified. 4

29 Review Grant readers will evaluate eligible applications based on the required application components and the established criteria. 5

30 Review Eligible Program Directors may be required to discuss required project modifications with the OMSP Coordinator and other ODE staff. 6

31 Review ODE will seek to fund those proposals that show the most promise for scientific research on way/s to improve teacher and student content knowledge. 7

32 Review Applicants whose grants are recommended at less than the amount requested may be asked to revise the project budget and/or scope of work. 8

33 Notification Final Grant Award Status will be sent to the Program Director as stated on the RFP. The Program Director is responsible for notifying all team members of their proposal’s status.
