6. 5 Thematic Global Evaluation of EU Support to IBM & the Fight Against Organised Crime - Recommendations  Facilitation vs. Security - Whilst continuing to adopt a tailored approach to IBM assistance, EU should ensure a better balance between security and facilitation in its support  EU Values & Standards - Strengthen EU capability for delivery of common, high quality standards; make greater use of possibilities to promote EU values in IBM  Top-down Assistance - Include more management-related activity within IBM assistance aimed at fundamental reform in beneficiary management processes.
