2 Ministry of Economic Development – responsible for energy policies; Energy strategy, National Plan for Renewables, National plan for EE and legislation framework Energy Regulatory Office – responsible for regulatory issues; licensing, tariffs, authorization KEK – responsible for Electricity generation- state own company KOSTT – responsible for transmission network; state own company; operates with lines 110kV, 220kV, 400kV KEDS – responsible for Distribution network; private company; operates with lines 35kv and below KESCO – responsible for energy supply; private company Main Energy Stakeholders

3 Energy Supply in Kosovo between 2014- 2015 Energy – Electricity Production in Kosovo is based in two thermo power plants based on Coal:  TC Kosovo A / installed capacity 800 MW – electricity production in 2014 : 1432 GWh (1,905,371 in 2015)  TC Kosova B/ installed capacity 678MW –electricity production in 2014: 3310 GWh (3,556,996 in 2015) Small Hydro power plants:  HC Ujman /installed capacity 35MW; electricity production in 2014 : 103,3 GWh (101,5 GWh in 2015)  HC Distributive (Lumbardhi, Dikance, Radavc and Burim)/installed capacities 10.84Mw; electricity production in 2014 : 36.1 GWh (49.4 GWh in 2015) Imports : in 2014/ 932GWh and in 2015 / 648 302 MWh Export: in 2014 /452GWh and in 2015 / 552 520 MWh

4 TC Kosovo A  TC Kosovo A / installed capacity 800 MW – electricity production in 2014 : 1432 GWh  Decommissioning of TC Kosovo A it is foreseen to be in 2017  Working group are established and they are working based on the decision of the Government of Kosovo for decommissioning of Kosovo A, starting with fertilizer facilities, gasification and heat plant, as the first stage of this process;  For a purpose of security of supply, need to be taken into consideration as well extending the work of TC Kosovo A till we have new generation capacities in place.

5 TC Kosova B - Existing power plants to comply with ECT requirements In TC Kosovo B need to be implement environmental measures based on the requirement of Directives IED Two studies in the process:  Study for identification of measures which need to be implemented ; financed from EU, through IPA 2014  Study for financing modalities for the implementation of recommended measures; financed from USAID – the draft is already presented to the MED and other energy stackholders

6 Renewable Energy Potential in Kosovo Energy from SHPP– identification of 77 locations with an installed capacity of 128,197 MW ( studies ) Wind Energy– Actual assessments have identified about 250 MW installed capacity (KfW- wind atlas) Solar Energy– annual assessment of the potential: between 1500 and 1650 kW/m²/year Energy from Biomass (fire wood)- potential for annual logging of wood is estimated to be 0.9 mil. m³, for energy needs. Geothermal Energy- there are no details assumptions

11 AI No.01/2013 ON RES TARGETS-T Biofuels for transport are under the responsibly of the Ministry of Trade and Industry Target of 10%, or 36,33 ktoe Domestic Production of the Biofuels will become after 2018, Renewable Energy Consumption in Transport will be 2,1 % of Gross Fuel Energy Consumption

13 Challenges in Kosovo for RES Increasing the interest for real investments in energy generation based on the RES – financial difficulties Involving Small and Medium Enterprises in the process of producing (elements) renewable technologies Maximization of RES energy production taken into consideration the level of economic development in Kosovo Establishing One Stop Shop for RES

14 Energy Efficiency in Kosovo Kosovo target is 9%, or 92Ktoe to be achieve in 2018 Based on the target is developed Kosovo Action Plan for EE 2010-2018 Implementation of EE measures is focused in the consumption site, according to the directive 2006/32/EC Legislation framework in place; Law on no. 04/L-116 Energy Efficiency is developed based on the relevant directives :  Directive 2006/32/EC  Directive 2010/30/EC  Directive 2010/31/EC

15 Challenges in Kosovo for Energy Efficiency Law on Energy Efficiency need to be revised based on the directive 2012/27/EC – it is in the finale stage Energy Efficiency fund need to be established in order to create a financing scheme not only for public building but as well for SME and Household sector. Energy Efficiency target is going to be increase after 2018 – in the minister council level within ECT further commitment are done towards implementation of Energy Efficiency measures

16 Strategic approach to achieve SoS Peak demand forecast between 2016 -2024 Current power operation capacities: TPP= 825MW ( 260 x2 + 135 x3) HPP = 48 MW

17 Strategic approach to achieve SoS Energy demand forecast between 2016 -2024 In 2015 the total energy consumption it was 5580GWh (preliminary data)

19 Strategic approach to achieve SoS Achieving target for Renewable energy sources  Introducing generation capacities based on RES Energy Efficiency – further commitment, taken into consideration directive 2012/27/EC  EE measures in consumption and generation side Diversification of energy generation sources, taken into consideration as well developing gas sector for industry and households sector and new thermal energy systems.
