3 What is a Framework? A Framework is a list of pre-qualified Suppliers who meet a minimum standard required by the Customer. Only these Suppliers will be invited to bid for work. This is an opportunity for all Operators to provide regular transport. Being on the Framework does not guarantee any work.

4 Why have a new Framework?

5 To continue the success of our existing Framework and open up competition to even more Operators. To open up more customers to the Framework. (Other Contracting Bodies - OCBS).

6 Potential Spend Estimated Annual Spend Northamptonshire County Council: Mainstream SEN SCH Complimentary £5.6 m £3.5 m £0.7 m £0.25m Northampton College Tresham College Moulton College £0.25m Leading to a potential 4 year spend of around £45million.

7 Other Potential Spend The Framework will also be open to Other Contracting Bodies (OCBs) : – e.g. Local Education Authority (LEA) schools, academies and Health services within Northamptonshire. This could take the whole term spend (4 year framework duration + on-going call-off contracts) to somewhere in the region of £150million. This figure is to cover the eventual potential use of OCBs. This large potential increase in the use of our Framework is an extra reason for Operators to take part.

8 Getting on the Framework To apply to join the Framework, you need to use a specific website which is hosted by a company called Due North - there will be specific details later.

9 Getting on the Framework Essentially, you will need to: register on the site to get a user-id (and password). Find our Invitation to Tender (ITT). Fill in answers to our questions on-line. Submit your completed questionnaire (AND confirm your submission). More details later.

10 Getting on the Framework After the deadline, your submission will be evaluated and if you meet our minimum standards, you will be offered a place on the Framework in the form of a Framework Agreement (a contract of zero value). Unsuccessful applicants will also receive a notification.  Successful applicants will also be given a Quality Score based on their submission. This will then be used in bid evaluation during the competitive process.

11 Key Points in your submission Operators must ensure that everything on the ITT is correct and factual. The Framework will be monitored, any operators found not to be complying may be removed from the framework.

12 Compliance during the Framework We do have a very active Compliance Team. They work on a Planned Schedule and Surprise Visits, sometimes in conjunction with the Police and VOSA. They work hard to ensure that the whole arrangement is totally legal and compliant in terms of: Licensing Insurance Qualifications So that our Customers are able to get to their destination: Safely Comfortably On Time

13 Timescales for the Framework This will be a 2 year Framework starting on the 7 th June 2016 with an Option to extend twice by a further year, i.e. to a maximum of 4 year’s duration. START Your Application ASAP! Lateness due to technical problems will not be acceptable as an excuse. Don’t leave this to the last minute!

14 When you are on the Framework You will be able to bid for contracts. Bid evaluation based on Price (80%) and Quality (20%). Annually, we have e-auctions for large numbers of new contracts. E-auctions are held on the Internet mostly during June/July. E-mails will be sent to invite you and will include instructions and deadlines. During the year, we use mini-competitions for new requirements as they arise. Mini-competitions are conducted by e-mail.

15 Summary You need to apply to join the Framework (you tender your details). Joining the Framework means you have a Framework Agreement which is a Contract of zero value. During the term of the Framework only Operators on the Framework will be offered the chance to tender for work via e-mail in Mini Competitions or e-auctions (web-hosted). Please note you will therefore need access to the internet and e-mail to take part in the Tendering Process as nearly everything is conducted electronically.

Framework will be advertised on Contracts Finder Potential Providers to register on Due North (if not already registered) There will be some Selection questions which are (pass/fail). If the answer you provide results in a FAIL, your application to the framework will be rejected. There will be some multiple choice Quality questions which will generate an automatic score based on your answer. Your Quality score will be used in further competitions under this framework. ( Quality scores can not be changed) During the process there will be an opportunity to ask questions regarding the process or the questionnaire via Due North only. Potential Providers MUST complete online questionnaire/application by deadline outlined in documentation. If you do not apply before the deadline your application can not be considered. 20

This screen will also give you general information about the contract such as closing dates, description of the contract, any attachments associated with the contract, including terms and conditions Registering Interest and Drafting your response

The questions in green show you which ones you have responded to. You will be able to see a progress bar which will fill green as you complete your response.
