18 Trending Requirements A Trending Analysis Program is a VPP requirement The person(s) in charge of the program should know: What to trend Who is responsible for data When to submit the data Who receives the Trending What is done with the Trending.

19 DoD Trending Requirements DODI 6055.1 –Will provide trend information… OPNAVINST 5100.23 –…to include conducting and compiling information on trends. AFI 91-301 –Include identified trends and problem areas… AR385-10 –analyze loss cause factors, systemic origins, and trends… NAVMC 5100.8 –…potential unsafe trends or tendencies.

20 VPP Requirements Management Leadership –Establishing, documenting, and communicating to employees and contractors clear goals that are attainable and measurable, objectives that are relevant to workplace hazards and trends of injury and illness, and policies and procedures that indicate how to accomplish the objectives and meet the goals.

21 VPP Requirements Worksite Analysis –The process must include analysis of information such as injury/illness history, hazards identified during inspections, employee reports of hazards, and accident and near-miss investigations for the purpose of detecting trends. The results of trend analysis must be shared with employees and management and utilized to direct resources; prioritize hazard controls; and determine or modify goals, objectives, and training to address the trends.

22 VPP Requirements Hazard Prevention and Control –Tracking of Hazard Correction. A documented system must be in place to ensure that hazards identified by any means (self inspections, accident investigations, employee hazard reports, preventive maintenance, injury/illness trends, etc.) are assigned to a responsible party and corrected in a timely fashion.

23 VPP Requirements Safety and Health Training –Training curricula must be up-to-date, specific to worksite operations, and modified when needed to reflect changes and/or new workplace procedures, trends, hazards and controls identified by hazard analysis. Training curricula must be understandable for all employees.

26 VPP Requirements Minimum Requirements –4.3.6 Section II, Subsection I. Trend Analysis I1. Does the site have a minimally effective means for identifying and assessing trends? –The trend analysis is not minimally effective if the evaluation team finds easily observable trends that indicate serious uncontrolled hazards.

28 Trend Analysis and e-VPP Tool Trend Analysis Program Development I1 & 4. A trend analysis program for the site has been developed including at a minimum the following: injury and illness, employee report of hazards, first aid, accidents, hazards identified during inspections and near misses. No Action Taken I1 & 4. Examine findings of baseline hazard analysis, industrial hygiene analysis, and any other programs/systems that contain data or historical information of a measurable, quantitative, or qualitative nature and use them to identify and assess trends and develop a trend analysis program. Include, at a minimum, the following: injury and illness, employee reports of hazards, first aid, accidents, hazards identified during inspections and near misses. Trend analysis system contains provisions to identify employees responsible for providing trend analysis data, to whom submitted, submission periodicity and due date for submitting data. No Action Taken Assign responsible parties to provide trend analysis data that indicate serious uncontrolled hazards. Set reporting guidelines (frequency, due dates, etc...). I2 & 3. Review the results of all trend analysis (at least annually) to identify trends, establish a plan of action and determine the effectiveness of the S&HMS. Ensure applicable results are used by designated personnel/committees to assist the site in achieving, modifying, improving and/or creating new site specific S&H goals and objectives. No Action Taken I2 & 3. Thoroughly examine the results of all trend analysis (at least annually) to identify hazardous trends. The results of trend analysis must be shared with employees and management and utilized to direct resources; prioritize hazard controls; and determine or modify site specific goals, objectives, and training to address the trends. Establish a plan of action to address hazards. Determine the effectiveness of the S&HMS. Trend Analysis Accident/Injury Logs (OSHA 300) I4. Data from existing accident/injury logs. (OSHA 300 logs) is used to develop injury and illness trend analysis. No Action Taken I4. Develop injury and illness trend analysis data from existing accident/injury logs (OSHA 300 logs). Injury and illness trend analysis data is submitted in accordance with the trend analysis program No Action Taken Submit injury and illness trend analysis data in accordance with the trend analysis program. Injury and illness trend analysis is reviewed and analyzed to determine if the sites S&HMS is providing the high level of S&H protection to the sites employees as required by managements commitment to VPP. No Action Taken Evaluate injury and illness trend analysis. Modify, improve, or create new injury and illness trend analysis to achieve sites S&H goals and objectives. Trend Analysis Employee Reports of Hazards I4. Data obtained from employee notification of hazards, or any other system currently in use is used to develop trend analysis for employee report of hazards. No Action Taken I4.
