Our Task Today We’re here to compare software that tracks the common operating picture to identify one that is appropriate for Sector San Francisco to use during oil spill response. I’ll start by describing some COP software. During the breakout you’ll identify key features needed for the SSF system and narrow the list of candidates.

After This Workshop In researching these COP tools I was impressed by the rich feature sets offered and the system complexities involved. I suggest that after this presentation and the breakout session, we chose two or more tools and ask the vendors to make sales presentations to SSF and/or the Area Committee. Then we may be ready to make a final decision.

The Unified Command must maintain a single, up-to-date, common operating picture and share that picture with responders, stakeholders and the public.

Many tools exist to maintain a COP. We will discuss five: CommandPro & Common Operating Platform by Witt|O’Brien’s ERMA by NOAA Homeland Security Information Network by DHS IAP by The Response Group WebEOC by Intermedix

Common COP Software Features Provides all-encompassing tool for incident management. Manages and conveniently organizes the entirety of an incident response from resources to finances and logistics. Intra- or Internet-based software Software training (Basic, Advanced and Section Specific). Mapping component. Client-specific ICS forms. Regular software updates.

Other Points of Comparison Software hosting Where is the software hosted: locally on your server or remotely on the vendor’s server with access via the Internet? User Control Are users able to fill forms and build maps without a technical specialist’s help? Cost What are the one-time setup fees and annual subscriptions?

Web-Based Incident Management CommandPro® is a web-based incident management software that streamlines command and control processes. The solutions can be hosted in the cloud or in your environment at any additional fee. COP™ integrated with CommandPro® and powered by Esri’s ArcGIS Online platform is deployed to using a Software as a Service (SaaS) model. This maximizes the information-sharing capability and accessibility via any internet-connected computer or Smart mobile device. Dial Tone: An always-on situation-awareness module serving the daily needs of an Emergency Operations Center or other emergency preparedness functional requirements, such as an Incident Command Post. Information feeds are designed, and can be customized, to provide situational visibility such as weather, traffic, remote live video, social media connectivity, and current resource deployments. Response Mode: A fully-capable command and control system that uses ICS to establish strategic objectives; set operational tactics; order, deploy, and track response resources; provide documentation with a complete IAP and all appropriate ICS forms. Public View: An external information viewer that provides common functionality across constituent user groups increasing communication and collaboration. Public Information Maps (PIM) are provided for a variety of purposes along with geospatial information & instructions, such as incident location, evacuation areas, restricted or evacuation routes, and shelter locations. Can track any data stream if you have permissions to access it. Can map a 5-day weather forecast including microclimates from private & public wx stations. Dispersant aircraft can report their track and when dispersant nozzles are turned on and off. Esri has a free “SCAT Collector” application that collects photographs from the field with GIS location tags. Includes unlimited cloud storage and a private URL. Cloud storage expands as needed. Data from the first forms pre-populate the next. Includes notification software which is a hybrid of PIER and EverBridge. The mapping tool is ArcGIS Online by Esri, which is compatible with ERMA. COP is fully integrated with NIMS ICS.

CommandPro No practical or licensed limit to users. No additional cost per user. Compatible with Mac, iPad, Windows Phone, Secure ILS, Android. Classroom training for $3,000/30 students. Witt|O'Brien's has a Public Affairs & Crisis Communication Team for PIER & a similar team for Command Pro from which we might contract technical specialists as needed.

Already in use nationwide and in California. NOAA has invested significant time to map data from the ACPs into ERMA. NOAA requires the Responsible Party to sign a mutual- aid agreement that requires bi-directional data sharing. Some RPs are unwilling to share proprietary data. Hosted on NOAA servers and accessible via Internet.

Adopted by State of California as CalEOC. Also used by San Francisco, City of Oakland and Marin County, FEMA, USMC, U.S Army and 100s of other local, state and Federal agencies. Can share data with surrounding cities, counties and CalOES through the CalOES WebEOC Fusion server. Can propagate data through all matching fields: ex. Op Period, Incident Name, Division and Group names. Used for both strategic and tactical overview. Uses local and publicly available mapping sources.

WebEOC Can be hosted locally on customer’s server or in a hosting facility like the Amazon Web Services - Cloud Computing Services Access is by either Intranet and Internet, depending on hosting location. User and Administrative training provided both onsite or through the Intermedix training facility in Atlanta. ICS and FEMA forms, an IAP builder, chat, messaging, checklists, status boards, event reporting, situation reports, Mission/Task Management, mapping, mobile applications and much more. All data is archived with the incident. Highly configurable system based on organization business rules processes.

Hardware & Staff Requirements If we invest in this type of software, we need a reliable connection to the Internet even during blackouts and other system interruptions. Our Internet connection must support the multiple connections & locations we require. This hardware must be accessible anywhere in the SSF AOR, even when roads are blocked (as after an earthquake). And, we need the staff to operate & maintain it.
