7 ROMA Next Generation ROMA Next Generation focuses on integrating information on the people served, services and strategies provided, and outcomes achieved by eligible entities.

8 Outcomes, Strategies, Community
At the community level, ROMA Next Generation connects outcomes and strategies and facilitates analysis of these elements to improve impact in the communities in which CAAs are working. Outcome Examples: Increased living wage jobs, new or expanded education resources, changed policies (See Proposed Community Level Performance Indicators). Strategy Examples: Living Wage Campaigns, Child Care Quality Rating Initiatives, Infrastructure Planning Coalition (See Proposed Community Level Strategies). Community Data: Housing Units, College Attendance Rate, Education Levels, etc. (See Proposed Community Level Performance Indicators).

9 Outcomes, Services, People
At the individual and family level, ROMA Next Generation connects outcomes, services and participants to facilitate robust analysis. Outcomes Examples: Obtained jobs, increased education, increased income, improved parenting, secured housing (See Proposed Individual and Family Level Performance Indicators). Services Examples: Job Training, Work Experience, Scholarships, Financial Education, Support Groups, Housing Counseling, Food Assistance (See Proposed Individual and Family Level Services). People: All characteristics (income, job status, education, etc.) and unduplicated count of people served. (See Proposed Characteristics of Individuals and Households)

10 ROMA Next Generation ROMA Next Generation is a system for continuous quality improvement of CSBG services, strategies, and outcomes.

11 Analysis, Learning, and Decision-Making
What do our participants look like when they come to us – before they receive service from a CAA? What is the level of need? Who does a CAA serve in a program year? How many unduplicated individuals and families’ lives were impacted by CAAs? Who received services during the reporting year?

Who achieved outcomes and how did their lives change? Who are our services working for and who aren’t they working for? What changes do we need to make in the services we provide or the strategies we are pursuing to increase our impact?

Just as ROMA has served Community Action well for over twenty years, ROMA Next Generation represents a new level that will move CSBG forward and strengthen Community Action over the next 5-10 years.

Internal Challenges An uneven implementation of management and accountability systems across the country prevents us from combining information so that we see clearly what works for whom as a result of what services.

Internal Challenges Current community measures do not show the depth of work or help CAAs track the often lengthy process required to expand community level impacts.

24 Why ROMA Next Generation
Internal Challenges We understand that the NPIs represent movement of families “up the ladder” toward economic security, and often multiple indicators are connected to one family, but this is not understood by people outside the CSBG Network because these connections are not made explicit in our reporting processes.

External Challenges There is greater understanding that focus on individual services without community strategies will not promote opportunities for families to move out of a continued state of poverty. This demands a different level of results.

External Challenges Political climate expects the Network to articulate meaningful results, not just to report on delivery of services without saying what happened as a result of the services.

28 ROMA NG History NASCSP has worked since 2012 to build a solid foundation for ROMA Next Generation Over 30 Listening Sessions held since 2012 across the country Numerous documents, presentations, webinars held to advise states and local entities on process NASCSP convened a ROMA NG Work Group in August 2015 to inform, advise and assist in developing the final elements of ROMA Next Generation. The network’s input and suggestions are critical during the Initial Feedback Period. We intend to use the comments we receive to refine the documents/forms, and prepare for the formal OMB clearance process.

Each piece of the ROMA NG packet has been posted on the NASCSP website. A ROMA Next Generation Component Guide has also been posted to support your review. A survey will be available for each component and will serve as the primary method for submitting feedback. A series of webinars will be held to inform, answer questions, get feedback.
