4 Definition and Purpose (IPA) Definition and Purpose (IPA) Title 5, USC 3371-3376, 5 CFR 334  Definition: The temporary assignment of an employee between the NIH and other governmental or non-governmental organizations, on a reimbursable or non- reimbursable basis.  Purpose: To assist in the transfer and use of new technologies and To provide program and developmental experience that will enhance the performance of the IPA assignee in his or her regular job. 3

5 IPA Eligibility Federal Employees: Career or career- conditional appointments of at least 90 days Career appointees in the Senior Executive Service Appointments of equivalent tenure in excepted service positions, and Presidential Management Interns. Non-Federal Employees: Individuals employed for at least 90 days in a career position with State, local, and/or Indian tribal government, U.S. institution of higher education Federally funded research centers, or other eligible organization. 4

8 IPA- Length of Assignment Federal Employee :  Up to 2 year of initial appt; can be extended  6 years for maximum career limit  Obligated Service  Break in service requirement Non-Federal Employee  Up to 2 years of initial appt; can be extended  No maximum career limit  Break in service requirement 7

9 Roles and Responsibilities IC Negotiates IPA Collects documents/data If Building 1 approval is required, prepares approval memo Completes OF-69 Obtains IC DEC Ethics verification Sends package to PPAG Reviews invoices and forwards to OFM PPAG Issues NIH Policy, Procedures, and Instructions Reviews and certifies IPA Agreement Conducts additional fact-finding, when necessary Certifies non-profit org. Submits to Director, OHR for DDM clearance Reports data to HHS 8

13 IPAs - What Is Needed From You http://hr.od.nih.gov/hrguidance/employment/ipa/default.htm  Request Memo from IC Director, if Bldg. 1 approval is requested  Fully executed IPA Form OF-69  Travel Relocation Form, if applicable  OFM Cover Sheet  Assignee’s CV  Lead time (Bldg. 1 – 4 weeks, Others – 2 weeks)  IPA assignments must be approved in advance of the effective date.  Exclude all PII data. New OF-69 form does not require SS# 12

14 Terminating an IPA Assignment At the end of the IPA assignment: Assignee returns to home organization. CSD processes action to return FTE to permanent position, if applicable Mid-Assignment Termination- Termination letter required from IC, non- government org, or assignee Written 30-day advance notice OFM notification to prevent overpayment 13
