Two years prior to the deadlines : –PFRA deadline 22.12.2011 -> 22.12.2009 –Maps deadline 22.12.2013 -> 22.12.2011 –FRMP deadline 22.12.2013 -> 22.12.2013 May be adopted by the Commission, if so by Comitology (procedure without EP scrutiny) What ?Technical formats for the purpose of processing and transmission of data to the Commission, including statistical and cartographic data. How ? Existing standards to be taken into account as well as formats developed under relevant Community acts.

The coordination and responsibilities of all actors at all levels involved in flood risk management need to be transparent, even if main CA is the same. Reporting formats of WFD (Article 3) to be used. Annex I, Directive 2000/60/EC (WFD) Competent Authorities: –(i) name and address of the competent authority * –(iii) Legal status of authority –(iv) Responsibilities –(v) Membership, including information on coordination and institutional relationships –(vi) international relationships Units of management (for individual river basins and coastal areas): –(ii) geographical coverage of the unit of management (other than the WFD river basin district)

20 Maria Brättemark, European Commission, DG ENV, Unit D2 - Protection of water and the marine environment Preliminary Flood Risk Assessment – art. 4 & 5 Article 4 : basis for the assessment Article 5 : principles of assessment of potential significant risk Principles for reporting : –Scale – all territory, all types of floods –Maps for all of the RBD/UoM – basis for assessment + result –Description of past floods and damage (textual and maps) –Textual description of methodology and criteria used for the assessment, including how the significant of the flood risk has been assessed –Textual description of the results –“Negative reporting” with more detailed information for areas deselected for further mapping and planning –New reporting formats to be developed

21 Maria Brättemark, European Commission, DG ENV, Unit D2 - Protection of water and the marine environment Preliminary Flood Risk Assessment – maps -Maps of the RBD at the appropriate scale, including borders of river basins, sub basins and where existing, coastal areas, showing topography and land use. -Maps of past flood and (potential future) damage. -Issues to be assessed for possible contribution to potential adverse consequences of future floods for human health, the environment, cultural heritage and economic activity : –Topography position of water courses and their general hydrological and geo-morphological characteristics, including flood plains as natural retention areas (Verbal and maps) –Effectiveness of existing man-made flood defence infrastructures –Position of populated areas –Areas of economic activity –Long term developments, including impacts of climate change on the occurrence of floods

22 Maria Brättemark, European Commission, DG ENV, Unit D2 - Protection of water and the marine environment Flood hazard and risk maps Key principles : –Use existing information and structures –Balance European wide information and national more detailed –Provide information to the public Scale : –At the level of the RBD or other unit of management –At the appropriate scale, Information presented – see article 6 details –Maps for all types of potential floods –Textual information, such as on the methodology for identifying the scenario –Find the balance between information provided and presented at European level in WISE – and providing a “zooming in” to national flood maps –European scale – harmonisation of certain criteria and presentation – such as colour coding of risk zones –Consider the compatibility and comparability of maps in same RBD –Use of existing EU wide data layers –Links to other legislation and needs
