4 Three phases of the FD EU Member States should have carried out Preliminary Flood Risk Assessments (PFRAs) for river basins and for coastal zones by 22 December 2011, in order to identify existing or foreseeable future potentially significant flood risk areas (referred to as ‘Areas of Potentially Significant Flood Risk (APSFRs)) Preliminary Flood Risk Assessments (PFRAs) 1. 5 Three phases of the FD Member States should prepare flood hazard maps and flood risk maps by 22 December 2013. These maps should identify areas prone to flooding during events with a high (optional), medium and low probability of occurrence, including those where occurrences of floods would be considered as an extreme event. The maps will also have to include details of expected water depths, economic activities that could be affected, the number of inhabitants at risk and the potential environmental damage. 2. 6 Three phases of the FD The third phase will require Member States to produce Flood Risk Management Plans (FRMPs) at basin level by 22 December 2015. The FRMPs will be focused on prevention, protection and preparedness, setting objectives for managing the flood risk within the APSFRs and setting out a prioritised set of measures for achieving those objectives, thereby harmonizing with the WFD River Basin Management Plan (RBMP) cycle. 3. 9 Article 9 of the FD explicitly states that Member States shall take appropriate steps to coordinate with the WFD focusing on opportunities for improving efficiency, information exchange and benefits with respect the environmental objectives in Article 4 of the WFD in particular such that: –Flood hazard and risk maps contain information that is consistent with relevant information in the WFD –Development of Flood Risk Management Plans should be carried out in coordination with and may be integrated into reviews of River Basin Management Plans –The active involvement of all interested parties should be coordinated as with those of the WFD

12 Several ways for coordination the governance Local governance of the basin (defined at the initiative of each basin governor) is set up on the request of the Ministry, around the basin committee of the Water Agency, involving actors of Territorial Public Institutions of the basin, local authorities in charge of spatial planning and urbanization...

13 Several ways for coordination the governance In the Rhone Mediterranean basin, a Basin Flood Committee chaired by the Governor of the Basin (based on the composition of the Water Agency Basin Committee and extended to other actors of floods) is to contribute to the implementation of various components of the Flood Directive in the basin and help to ensure the consistency with regard to the objectives of the river basin (consistent with the Rhône Plan and Durance Plan, compatibility with the Water Management Master Plan...) and ensure proper coordination between the implementation of the flood directive with the Water Framework Directive (WFD) and the Marine Strategy framework Directive

14 Several ways for coordination the governance Moreover, the approval of contracts for rivers and Water Management Master Plan of the Water Agency Committee (extended to actors involved in projects relating to flood issues) will be responsible for : –Coordinate the implementation of Flash Flood Plans and Action Program for Flood Prevention, and give an opinion on the national and local provisions of these plans (Advisory Committee for state services for National Joint Flood Commission) –Label the "small" Action Program for Flood Prevention (whose financial volume is less than € 3m) which will not be considered at the national level
