3 The Scope Optimise the use of existing road capacity and enhancing the efficient use of new road capacity, accounting for the potential for greater levels of priority to be provided to more eligible vehicles. Increase prioritisation afforded to the movement of high-value road users including pedestrians, buses, light rail and freight. Provide better performance information in real-time to better inform the decisions made by customers, public transport operators, the Transport Management Centre (TMC) and within RMS. Ready the SCATS for the pending introduction of C-ITS, an emerging technology platform that will allow roadside infrastructure, including traffic signal controllers, to share information with vehicles and vice versa.s 3

7 The Scope Initiative 1: SCATS Adaptive Coordination Initiative 1 proposes a re-wiring of existing induction loops to provide information on travel speeds and vehicle mix to better inform the allocation of green time at intersections and to optimise the offset time between intersections. Initiative 2: SCATS Upstream Vehicle Detection Initiative 2 proposes the use of existing in-pavement loops and new upstream loops in mid-block locations to provide information on upstream traffic conditions to align the timing of green time at downstream intersections better. Initiative 3: Optimising Pedestrian Traffic Signals Initiative 3 proposes the piloting of technologies to assess levels of pedestrian demand to improve the allocation of green time between pedestrians and vehicles in areas of high pedestrian activity better. 7 Seven Program Initiatives

8 The Scope Initiative 4: SCATS Dynamic Priority Initiative 4 proposes a new approach to adjusting green times when providing priority to eligible vehicles including buses to provide better coordination between traffic signals whilst executing priority requests. Initiative 5: SCATS Long Term Improvement Strategy Initiative 5 proposes the development of a long-term strategy to identify further opportunities to be pursued to improve the optimisation, prioritisation and reporting provided by the SCATS, taking into consideration of the overarching ICMP long term strategy. Initiative 6: A New Generation of Traffic Signal Strategies Initiative 6 would introduce a new way of sequencing signals, replacing the existing use of ‘phases’ and cycles with a more flexible signal sequencing arrangement that is more responsive to demand. Initiative 7: SCATS Traffic Intersection Market. Initiative 7 would modify how SCATS interfaces with traffic, the optimisation processes to prioritise eligible vehicles and improve the efficiency of the road network by prioritising higher value traffic over lower value traffic. 8 Seven Program Initiatives
