Legislative Mandate Space Affairs Act (Act No. 84 of 1993) –Section 2: Determination of Policy Meeting all international commitments and responsibilities Controlling and restricting the development, transfer, acquisition and disposal of dual-use technologies –Section 3: Compliance with Policy Ministers to exercise powers and perform duties in accordance with the Policy –Section 4: Establishment of SACSA 3

Legislative Mandate SANSA Act –Section 2: Establishment of SANSA –Section 3: National Space Strategies Minister to Determine space strategies in order to give effect to the National Space Policy –Section 4: Objects of Agency Promote the peaceful use of space Support industrial development Foster research in space science Advance SET competencies Foster international co-operation 7

Legislative Mandate SANSA Act –Section 5: Functions of Agency Implement any space programme in line with the policy determined in terms of the Space Affairs Act Advise on the development of strategies and programmes Implement any national space strategy Acquire, assimilate and disseminate space satellite imagery for any organ of state Establish any programme in line with the national space policy for enabling technologies, development of space science, applications and operations 8

Linking Policy and Strategy Frame of Reference –Space Policy: the Space Affairs Act mandates the Minister of the dti to “… determine the policy to be followed in the Republic.” –Space Strategy hinges from the Space Policy (Section 3 of the SANSA Act) –Space Strategy: responds to the DST 10 Year Innovation Plan wherein space science and technology is one of five grand challenges. 9

SACSA (Council) Vision –To create and maintain a regulatory environment that enhances South African domestic and international space activities Mission –Ensuring the safety, reliability and sustainability of South African space activities for societal benefit through policy, regulatory and industrial development measures that respond to national and international opportunities 15

SACSA (Council) Strategic Objectives –Support, review and implement appropriate regulatory policies, practice and compliance –Fulfill international obligations and responsibilities –Promote space activities in a fair and stable regulatory regime –Encourage development of a vibrant and sustainable domestic space industry –Build stakeholder confidence in space activities 16

SANSA (Agency) Vision –To be a leading contributor to the perpetual advancement of society through the benefits of space science and technology Mission –Delivery of space related services –Support, guide and conduct R&D –Stimulate interest and develop human capital –Nurture space related partnerships –Grow our contribution to the space value chain 17

SANSA (Agency) Goals –World class & efficient services and societal benefits –Cutting edge research, development, innovation, technology and applications –Effective human capital development, transformation and science advancement –Globally competitive space industry –Make South Africa a globally recognised space citizen 18

Astronomy Focus within SANSA Space science by definition includes astronomy Limited astronomy focus within SANSA –SALT, MeerKAT and SKA are mega projects –These projects have their own governance structures –Need to minimise risk with regard to SKA bid –Avoid a defocus from other important areas of space science within SANSA

International Astronautical Congress IAC is the world’s premier meeting of the space industry and professionals SA will be hosting IAC on 3-7 October in Cape Town First time on African Continent in 62 year history of the congress the dti is the lead department for organisation through Preparatory Committee that includes other government departments including the DST IAC accompanied by a large industrial space exhibition that attracts exhibitors from around the world

International Astronautical Congress the dti, jointly with the DST, will soon table a Cabinet Memorandum on the IAC for Cabinet endorsement DST’s role is clearly defined –Platinum sponsor + exhibition space –Showcasing the SKA –Organisation of GEO-related session –Planning for Africa Day preceding the IAC Immense benefits for South Africa
