2 nd WIGOS Workshop on Quality Monitoring & Incident Management  Held in Geneva, 15 to 17 December 2015;  A follow-up of the 1 st Workshop on QM and IM, December 2014;  Aimed at discussing and refining the development of the QM and IM pilot projects, and at preparing detailed plans and recommendations for the GOS implementation of the WIGOS Data Quality Monitoring System (WDQMS).  The Workshop reviewed the current monitoring capabilities by the lead centres in various WMO Regions, as reported by Kenya, Japan, USA, Indonesia, Germany, Canada and Tanzania, as well as NWP based monitoring capabilities reported by ECMWF, NCEP(USA) and EUMETNET;  The meeting was also informed about monitoring efforts from other systems and programmes (GCOS, JCOMM, GAW, AMDAR, Space Progr.).  Agreed with the actions for the development of the QM & IM Pilot projects ICG-WIGOS-5 3

2 nd WIGOS Workshop on Quality Monitoring & Incident Management - Outcomes  The Workshop further developed the WDQMS concept and agreed with the functional description of the 3 main components: Quality Monitoring, Evaluation (& reporting) and Incident Management Functions.  The WIGOS Quality Monitoring Function: essentially provided by Global NWP Centres; ECMWF and NCEP have been leading the work on defining monitoring reports, as a by-product of the data assimilation process; Three additional NWP Centres expressed their interest in participating: Canada, Germany and Japan. The content and format of those QM reports are nearing their final definition.  WIGOS Evaluation (and reporting) Function: Takes the QM outputs from contributing centres, extracts information from OSCAR, and generates routine reports based on performance indicators (e.g. compared with the status in OSCAR). The Evaluation Function will determine if the observational issues identified justify the issues being formalized as Incidents with the data provider. A semi-automated Global Centre is planned to provide routine reports and make available specific information to regional/thematic centres. ICG-WIGOS-5 4

2 nd WIGOS Workshop on Quality Monitoring & Incident Management - Outcomes  WIGOS Incident Management Function:  If the issues considered by the Evaluation function merit being raised as Incidents, this will be undertaken by the Incident Management Function. Key to the success of the Incident Management Function will be the clear communication of the incident with the data provider as well as with the users of the data to ensure they take suitable precautions regarding the affected data.  It proposed the development of a Demonstration Project in RA I in 2016, and prepared a draft plan for it with requirements and actions/milestones.  Next Steps – roadmap for 2016  The focus remains on establishing the WDQMS functionality to support improvements to the land based components of the GOS, noting the need to be keep the system design sufficiently open to capture the requirements of other components of WIGOS. 2 nd WIGOS Workshop on QM & IM - Demonstration Project for RA I Requirements and actions/milestones: - The project will start with land surface stations of RBSN and GSN of RA I in the countries engaged in the demonstration; Actions: WMO to send a letter to the PR of Kenya with the final report of the Workshop to confirm involvement (January/February 2016); WMO to send letters to the PRs of other potential participating Member countries from RA I (February 2016); - List the RA I Member countries that will agree to participate, including the WIGOS national focal points who will either be the first points of contact or delegate the responsibility to an appropriate member of the observing department (February 2016); - NWP Quality Monitoring Centres to be involved in providing monitoring files (flags and supporting information): ECMWF and NCEP; Other NWP Quality Monitoring Centres may join the demonstration if they have the resources and approval to do so: DWD, JMA, CMC; - Prototype tool for the visualization of monitoring results made available by the WIGOS PO (January 2016); - The number of, and skills of, staff from Kenya Meteorological Department (KMD) required to be involved in the Evaluation and Incident Management procedures to be defined by the Project Team (March 2016). This may result in the need for training of the KMD staff by suitably qualified members of the Project Team (April/May 2016); ICG-WIGOS-5 6

2 nd WIGOS Workshop on QM & IM - Demonstration Project for RA I Requirements and actions/milestones (Cont.): - The IT resources required by KMD to operate the Evaluation and the Incident Management procedures, such as bandwidth and HW/SW, to be defined by the Project Team (March 2016); - OSCAR populated with metadata from stations to be included in the Demonstration Project; Participating Members will have to update OSCAR with their national stations metadata - some support from the WIGOS PO will be required for this task (April 2016); - Incident management: Process diagram, as output from the Workshop Report (January 2016); Spreadsheet form available for testing (February 2016); - The agreed duration for the Demonstration Project is 8 months elapsed time (May to December 2016) with 6 months operational time. This will allow time for an evolutionary improvement in the monitoring toolset and procedures based on practical experience at KMD; - A mechanism to capture experiences and issues will be developed by the Project Team and used by the KMD and other staff to enable lessons learnt from the Demonstration Project to be recounted to other regions considering establishing similar systems; - A Governaning Board shall be established to oversee the Demonstration Project; This should include KMD senior staff, WMO RA I regional office representative, WIGOS PO representative, NWP representative and Participating Members representatives; - Communication channels for project results shall be established by the WIGOS PO.
