WMO No.544, Manual on the Global Observing System includes 3 short paragraphs on the establishment, management and use of Weather Radars, 134 words. WMO No. 488, Guide to the Global Observing System and WMO NO.8, ‘the CIMO Guide’ contains more information. However guides are not manuals and such the significant global investment in weather radar observing technology deserves more regulatory consideration

5 © Crown copyright Met Office The EGOS-IP The Implementation Plan for the Evolution of the Global Observing Systems (EGOS-IP) has undergone a significant refresh The latest version of this document can be found at: http://www.wmo.int/pages/prog/www/OSY/Publications/EGOS-IP-2025/ 59 specific improvement actions have been identified across the whole set of the non satellite based observing systems

6 © Crown copyright Met Office EGOS-IP Weather Radar Actions Four specific EGOS-IP Actions are recorded in the Implementation Plan associated with Weather Radars G45 increase deployment of latest technology where it will be beneficial G46 compare processing techniques in order to improve QPE G47 trigger weather radar deployment in developing countries sensitive to storms and floods G48 define data and mechanisms for wider exchange

7 © Crown copyright Met Office EGOS-IP Action G48 Action: Define weather radar data to be exchanged at regional and global levels, propose frequency of exchange of those data and develop a weather radar data processing framework, in concert with development of products based on national, regional and global requirements Who: CBS, CIMO, CHy (& GCOS) in coordination with NMHSs, agencies operating weather radars, in collaboration with RAs

8 © Crown copyright Met Office Impacts on NWP Workshops The 4 th and 5 th WMO workshops on the impact of various observing systems on NWP (Geneva & Sedona) recognised the increased availability and value of observational data from Weather Radars Selected quotes from the Sedona summary: Compared with the 4th WMO NWP Impact Workshop (Geneva 2008), substantial progress was reported on the assimilation of radiances as well as the assimilation of radar reflectivities and Doppler winds in regional NWP. The results of recent impact studies provide strong support for exchange of more observations between regions, and between countries within regions: e.g. ground-based GPS data, radar data, hourly surface observations and MODE- S data at airports.

9 © Crown copyright Met Office Trigger for Workshop In the context of the existing WMO regulatory material, EGOS-IP and NWP Impacts Workshop requests, this workshop has been triggered. The workshop definition was presented to the CBS ICT-IOS-7 in July 2012 and endorsed by CBS XV in Jakarta in September 2012

10 © Crown copyright Met Office Scope and aims Scope of workshop limited to the exchange of Doppler radial winds and reflectivity data types Aims Define weather radar data to be exchanged at regional and global levels; Propose formats and frequency of exchange of those data; Agree the next steps needed to enable regional and global exchange of these data.

11 © Crown copyright Met Office Workshop Objectives 1 Review the current and likely future requirements for regional and global weather radar data exchange, period for consideration 2012 to 2025 Review the current extent and operational status of regional and global data exchange being undertaken Review the current regional and global data exchange models in operation Review alternative regional and global data exchange models in operation in other observing system areas Improve community understanding of the range of Weather Radar Network operators and their respective relationships with WMO Members

Recommend data models for regional and global weather radar data exchange based on the improved understanding of requirements, capabilities and constraints Recommend pilot study cases for regional and global weather radar data exchange using recommended data models to demonstrate how constraints could be
