3 The PCC - Key Aims Cutting crime and delivering an effective and efficient police service within a force area. Stronger and more transparent accountability of the police with an elected PCC holding the chief constable and the force to account Meeting community needs and improving local relationships by building confidence and trust Chief Constables and PCCs jointly ensuring effective management of the police budget and securing value for money on behalf of the public Effective working relationships between Chief Constables, PCCs and Police and Crime Panels. Operational independence of the Police is not compromised Working in partnership locally and nationally to ensure a unified approach to preventing and reducing crime The PCC is the voice of the people in policing The Chief Constable is the professional voice of policing
