1 Police and Crime Commissioners The story so far… DCI Zoe Byrne National Police Liaison Officer

2 Background  May 2010 Conservatives and Liberal Democrats make election promises to reform police authorities  Late 2010 new coalition decided to introduce ‘measures to make the police more accountable through oversight by a directly elected individual’.  Sept 2011 Police Reform and Social Responsibility Act  November 2012 first elections for PCCs held  February 2013 the Association of Police and Crime Commissioners (APCC) formed by the Home Office

3 Role of PCC PCCs are elected to make sure that local police meet the needs of the community. They will decide:  how the area is policed  the police budget  the amount of Council Tax charged for the police  the information published about what the local police are doing There is also the Police and Crime Panel who are responsible for scrutinising the PCCs decisions.

4 Hitting the headlines

5 Hiring and firing...  So far, 11 new Chief Constables have been appointed by PCCs  4 have been confirmed in their temporary post  4 have had their contract extended  3 are currently suspended  There is one vacancy... A recent BBC report estimated the PCCs had employed 449 staff. Most have a deputy and/or a chief executive as well as a team to support them.

6 What does it mean for you?  They will almost certainly have met your Chief Officer  They have money to spend on local initiatives  They will have a priority that relates to young people/anti-social behaviour/reoffending  They like proven programmes and want outcomes  They will be interested in Team and will come to final presentations  They are very interested in links to operational policing  There is often tension with the Chief Constable They will be here until May 2016... and possibly beyond!

7 Prince’s Trust bids  Public Sector Partnerships team are proactively seeking to meet PCCs  Generally bids that have been submitted are to run Get Started  Other bids have been to ‘buy’ places on programmes  Exploring funding for xl clubs So far... £65k Beds Referrals and places
