IL History and Information for The State Plan for Independent Living CILS, SILCs, and Friends! CILS, SILCs, and Friends! It’s “time” to make some things happen!

What is Independent Living? Right to take risks Personal choice of acceptable options that minimize reliance on others Self-determination Community involvement and participation

CILs Begin! In 1977, Centers for Independent Living were created to create a system of peer support and services for people with a disability amendments to the Rehabilitation Act of 1973 strengthened principles of consumer control.

A Big Change! 1992 amendments brought significant changes. Consumer control of CILs complete with staff and Board both required. New standards that must be met. New CIL definition. Creation of Statewide Independent Living Councils.

2014 – More Big Changes! Workforce Innovations and Opportunities Act – WIOA One of the most critical pieces is that CILs and SILCs must be effective partners as independent entities that come together to develop an independent living plan for the state. CILs have their own community-based plans that drive their activities.

Definitions: What is a CIL? (1) CENTER FOR INDEPENDENT LIVING ‑ The term center for independent living' means a consumer ‑ controlled, community ‑ based, cross ‑ disability, nonresidential private nonprofit agency that ‑‑ (A) is designed and operated within a local community by individuals with disabilities; and (B) provides an array of independent living services. (2) CONSUMER CONTROL ‑ The term `consumer control' means, with respect to a center for independent living, that the center vests power and authority in individuals with disabilities.

New Core Services  Transition Services – 1.Transition from institutions to the community; 2. Help keep people with significant disabilities from having to go into institutions; and 3. Help transition youth with disabilities that were eligible for IEPs and are out of school to post-secondary life.  Transition Services – 1.Transition from institutions to the community; 2. CILs and SILCs Common Ground What are we supposed to do????? We each do lots of things, partnering with many folks; CILs are local and the SILC is statewide, but together we jointly develop a state PLAN!!!!

SILC and CIL Relationships; oh, all sorts of other partners, too! We are sort of on the same team, working to make good things happen for people with any kind of disability in Washington State following the independent living philosophy of “nothing about us withut us”!
