7. Duties every SILC must perform
develop the SPIL in accordance with Sec. 704 and the guidelines developed by the Administrator (of ACL);
monitor, review, and evaluate the implementation of the SPIL on a regular basis as determined by the SILC and set forth in the SPIL;
meet regularly, and ensure that meetings are open to the public and sufficient advance notice is provided;
submit reports required by ILA/ACL (& keep records to verify);
coordinate activities with other entities in the State that provide services similar to or complementary to IL services

as authorized and described in the approved State Plan
Work with CILs to coordinate services with public and private entities to improve services provided to individuals with disabilities
Conduct resource development activities to:
support the activities described in “Sec. 705 (c) Functions” or
support the provision of independent living services by CILs
Perform other functions, consistent with the purpose of Chapter 1 and comparable to other functions, as the Council determines to be appropriate

10. Purpose of Chapter 1:
The purpose of this chapter is to promote a philosophy of independent living, including a philosophy of consumer control, peer support, self-help, self- determination, equal access, and individual and system advocacy, in order to maximize the leadership, empowerment, independence, and productivity of individuals with disabilities, and the integration and full inclusion of individuals with disabilities into the mainstream of American society, by providing financial assistance to States to:
provide, expand, and improve the provision of independent living services;
develop and support statewide networks of centers for independent living; and
improve working relationships among SILS, CILs, SILCs, State VR programs, State supported employment programs, client assistance programs (CAP), programs funded under other Titles of the Rehab Act, programs funded under other Federal law, and programs funded through non-Federal sources with the goal of improving the independence of individuals with disabilities.
