Outline of the presentation – Introduction – How practical is Chapter Six- Use table – How applicable is the chapter to African countries – Summary

Introduction Chapter six focuses on the use matrix of the SUT Defines the format of the SUT in accordance with the SNA – Rows represent products classified by CPC – Columns represents industries classified by ISIC – Sectors also follow the SNA classifications – Accounting framework is also adhered to

How practical is this chapter It is easy to read and understand Provides a clear summarised structure of Use table as prescribed in the SNA Definitions and concepts adhered to SNA Classifications: – rows represent products classified by CPC(Lesotho CPA is used) – Columns represent Industries classified by ISIC

How practical is this chapter- continued The challenge is – classifying product using CPC- In Lesotho CPA – type of classification where codes follow the structure of ISIC-codes is more practical – Migration to the ISIC Rev. 4 requires more resources

How applicable is the chapter to African Countries Not so applicable in most NSOs – Inadequacy of financial resources required to undertake timely Census and large Surveys – Need high Skilled staff to design complex censuses and surveys – TA required to assist validate administrative sources – Good advocacy strategies to persuade household and enterprises to provided detailed data – NSOs to reinforce their National accounts Staff

How applicable is the chapter to African Countries- cont. Design of National Strategies for Development of Statistics (NSDS) Coordination of NSS by NSO – Capacitate other statistics generating agencies to produce sectoral statistics – Update Statistical Acts

Summary SUTs can be compiled if : – NSOs are semi or fully autonomous – Internal and international capacity building to NA staff – Implement NSDS – Coordination of NSS
