5 Medical Support at a Glance  Pre Release:  All medical support is CF responsibility;  Case management is provided by CF Case Managers.  Post Release:  Case management provided by VAC Case Manager  Injured on Duty or Special Duty Area  Contact VAC  More than 10 years service  Automatic access to Public Service Health Care Plan (PSHCP) with immediate coverage  Less than 10 years service  Apply to VAC for sponsored PSHCP – no dental coverage.  60 day wait with no extended medical coverage  Provincial Health Care Plans

6 Claim Adjudication REGULAR FORCE MEMBER ADJUDICATION  Eligibility  Coverage in place 24/7  Injury does not have to be related to duty  LTD Benefits based on salary at time of release  Completion of Application and Attending Physician’s Statement RESERVIST CLAIM ADJUDICATION  Reserves Eligibility  Class A, or Class B with less than 180 Day contract, injury must be on duty  Class B over 180 Day contract or Class C then coverage is 24/7  LTD Benefits based on salary and Class at time of injury  Completion of Application and Attending Physician’s Statement

7 SISIP LTD – Starting Requirements Non Medical Releases  Direct application to SISIP within 120 days of release  Adjudicated based on definition of Total Disability Medical Release  Completion of Application at Disclosure Package (7 to 9 months in advance of Date of Release (DOR))  Projected DOR  Confirmation of DOR prior to LTD payments Do not choose an early Voluntary Release if a Medical Release is in progress. The CF will not change your release category to “medical” post release. Recognize change is coming, listen to what is happening and plan for it.

8 LTD Definition of Total Disability You have been released from the CF and there is clear and objective medical evidence, which confirms that you are incapacitated by a medically determinable physical or mental impairment, which is preventing you from performing any and every duty of any substantially gainful occupation or employment for which you are qualified by education, training or experience

9 LTD Benefit Period LTD BENEFIT PERIOD Medical Release  Initial 24 months of LTD benefits  Medical reviews at 12 & 18 months  Adjudication for Total Disability at 24 months  Support beyond 24 months if Totally Disabled  Annual medical reviews until no longer Totally Disabled or age 65 All other Categories of Release  Adjudicated at time of release based on definition of Total Disability  Annual medical reviews until no longer Totally Disabled or age 65

10  Regular Force Member (minimum income is equal to 75% of basic Cpl salary)  75% of Pay-at-Release with Offsets for: — CFSA Pension, CPP/QPP, Taxes, Employment income  Reserve Force Member - Class A or Class B < 180 day contract:  75% of deemed salary with similar offsets to Regular Force Members;  Minimum deemed salary is set at $2700 per month with the option to purchase higher levels of deemed salary where the need exists.  Reserve Force Member - Class B Long Term or Class C (minimum income possible equal to 75% of basic Cpl salary)  75% of monthly pay at time of Injury with offsets similar to Regular Force Member LTD Benefit Income Amount

12 SISIP VRP – Program - What we do SISIP VRP is available to all clients eligible for LTD  Transition Counselling  Vocational Retraining  Employment Search Assistance The Program Objective is to Prepare Clients for a Return to the Work Force through: Get answers directly from the source and don’t rely on second hand information ;

13 SISIP VRP Support Time  Client contact at Disclosure – 7 to 9 months in advance of release  After Member Statement AND Physician Statement are received;  UP TO 6 months of vocational financial support before effective date of release. You are still a member of the CF until your effective date of release so you are subject to the Chain of Command, work with it, not against it;  Up to 24 consecutive months of support from effective release date, totaling up to 30 months of VRP support  Support beyond 24 months if member meets the definition of Total Disability.

14 SISIP VRP - Employment Employment Search Assistance  Provide and Train Clients to create a Resume;  Training on Interview techniques;  Targeted Employment leads;  Link to Priority Hiring programs; and  Wage Subsidies; Consider your options, don’t lock into one thing without looking at other possibilities and discussing them with the subject matter experts

15 Requirements for Vocational Support  Plan must make medical sense.  Training must build on existing skills.  Training is provided for only one program.  Training must be attainable within time limits and have realistic employment opportunities available.  Training must give good value;  Funding: 60% of projected first year salary.  CAP: $25, max.  Training must provide a recognized Certificate, Diploma or Degree THERE MUST BE A NEED FOR TRAINING BEFORE IT WILL BE PROVIDED

16 SISIP VRP – Vocational Support  Program Funding  100% of Tuition and Books (max $25K)  Allowances  20 cents km, $40;  $30,  Dual Residency Allowance if needed;  Child 50% of receipts to $750 max  Educational Supports  Tutoring if required  Interest Free loans  Parking (only with a Handicap Parking Permit)  Safety Equipment  Others on a case by case basis

17  With Client consent, information may be shared between supporting agencies and when the need exists SISIP will liaise with CF Case Managers and VAC subject matter experts to resolve issues relating to mutual clients;  SISIP is first payer and clients are not permitted to choose between programs;  SISIP will work with the CF (PSO, IPSC) to develop extended vocational opportunities and support: o CANFORGEN 151/07 (VRPSM) o CANFORGEN 94/10 (Educational Reimbursement) o CANFORGEN 183/11 (Integrated Transition Plan) Delivery Principles

18 Key Messages There is life after the CAF; Short term decisions may have long term consequences; You are now your own Career Manager, accept the responsibility wisely.
