Coverage: All Regular CF Members since 1982, voluntary prior to 1982. All Primary Reservists since 1999, voluntary coverage prior to 1999 Support: Territories based on Client location Counsellor Offices Regional Controllers Administrative Support Rehab Head Office SISIP LTD Offices

6 SISIP – Overview – Approach
Direct client contact is maintained on average of a monthly basis without the use of a call centre Focus is placed on working with the Client so processes are kept to a minimum and full discloser of all program aspects is provided Clients are automatically provided with any entitlements without need for special application Clients are teamed up with the same adjudicator and Rehab Counsellor for the duration of the claim Initial meetings with Rehab clients usually occur within 30 days of referral and Clients are met in a place of their choosing but not home.

7 SISIP – Long Term Disability (LTD)
Is a Treasury Board supported plan Provides replacement income to Regular Force and Primary Reservists for all disabilities (service and non service-related) Provides top up to 75% of pre-release salary after other specified sources of income (CPP, CF Pension, earned income and PA disability pension) There are no LTD deductions related to the New Veterans Charter Award nor are any VAC allowances deducted from LTD. For service-related injuries and illnesses, the Government of Canada (GOC) pays 100% of premiums For non service-related injuries and illnesses, the GOC pays 85% for Reg Force (member pays 15%) and 100% for Res Force

If released for medical reasons, and coverage was in place, then there is an automatic access to 24 months of benefits If released for other then medical reasons, the file is adjudicated and the client must qualify as totally disabled SISIP LTD is the “first Payer” for monthly income and “first Provider” for Vocational Rehabilitation VAC is second payer/provider but will top-up support through the provision of psycho social and medical support LTD support could continue up-to age 65 if totally disabled

10 SISIP – Vocational Rehabilitation (VRP)
The SISIP Vocational Rehabilitation Program (SISIP VRP) is a component of SISIP LTD: Accessible as long as a member is approved for Long Term Disability and capable of active participation Where the need exists will provide vocational support to clients by leveraging on their existing education, skills, training and experience Is focused on preparing clients to obtain gainful civilian employment Works directly with the other service providers, the member and their family to establish and meet defined goals for transition.

SISIP VRP Funding can start as early as 6 months before release and will provide 100% of tuition and books for approved programs (max $25K) Allowances for internet, supplies, dependant care, travel and dual residences Interest-free loans, tutoring and purchase of safety equipment SISIP VRP works with the CF up-to 3 years before release to coordinate vocational objectives (CANFORGEN 151/10 (VRPSM), CANFORGEN 183/11(ITP), CANFORGEN 94/07(ER)); Job search assistance: Prepares resumes and cover letters Conducts mock interviews Provides targeted job leads on a bi-weekly basis

SISIP – Vocational Rehabilitation (VRP) cont’d THERE MUST BE A NEED FOR TRAINING BEFORE IT WILL BE PROVIDED Plan must make medical sense. Training must build on existing skills. Training is provided for only one program. Training must be attainable within time limits and have realistic employment opportunities available. Training must give good value; Funding: 60% of projected first year salary. CAP: $25, max. Training must provide a recognized Certificate, Diploma or Degree

$106,483 interest free loans 69% either returned to work, completed training, or were capable of returning to work by the end of 24 months 3,207 active members Since 2000 95% participation $2,871,611 interest free loans 70% either returned to work, completed training, or were capable of returning to work by the end of 24 months 27,000 active members (average)

14 SISIP – Program Delivery Principals
SISIP FS through Manulife Financial, provides LTD benefits and the Vocational Rehabilitation Program. SISIP is first payer and clients are not permitted to choose between programs. SISIP will ensure clients have access to their entitlements while avoiding duplication of services. SISIP will work in conjunction with the CF (PSO, IPSC) to develop extended vocational opportunities and support (CANFORGEN 151/07, CANFORGEN 94/10 & CANFORGEN 183/11)

With Client consent information may be shared between supporting agencies when the need exists; Pre release, as needed, SISIP will liaise with the IPSC, CF Case Manager, PSO to help ensure the member does not miss any opportunities or entitlements. In cases of early intervention through CANFORGEN 151/07, 94/10 or 183/11, SISIP will provide guidance, advice and help develop a plan so once the member falls within the parameters of the SISIP program support may be provided; When the need exists, Pre release CF Case Managers will liaise with SISIP and VAC subject matter experts. When the need exists, Post release SISIP and VAC subject matter experts will liaise to resolve issues involving both service providers.
