OER include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools, materials or techniques used to support access to knowledge. Toumi (2006) presents alternative views on OER as both individual and social development that include: freely accessible assets and services that support competence development and individual growth; freely accessible assets and services that support teaching and professional development; non-rival and non-exclusive assets that generate services for learners and teachers; modifiable and interoperable systems for learning; free services for learning. Nowadays the OER are made freely available over the web or the Internet. They can be used by teachers and educational institutions to support course development, or directly by learners in formal, non-formal and informal learning at work placement and business providers for lifelong learning. OER are not often familiar to different sectors of education. Moreover, limited services that could facilitate and bring added value to OER use and re-use are also under the great need. Some initiatives have been established to solve the complex problem: lack of awareness, insecurities about legal aspects and quality, and lack of interoperability and easy – to – use repositories. OpenScout research The learners use the OER for their formal, non- formal or informal learning. Learners are overloaded by a lot of information and plenty OER are available at different open contents. The problem that the mere availability of these resources does not directly lead to learners reuse. Respondents belongs more and more to online communities were they share, rate and comment the OER.
