Scale of tsunami response = trigger for IDRL work The tsunami response revealed legal issues, gaps, weaknesses IFRC studies conducted in 2004 & 2006 PMI and IFRC raised awareness of regulating international assistance Law 24 on DM adopted in 2007 Then developed Regulation 23/2008 and Guideline 22/2010 on the role of international institutions and foreign NGOS

To assess the impact and implementation of the legal framework on international assistance Considered two recent disasters: Padang earthquake in 2009, Mount Merapi eruption in 2010 Identify good practices and on-going challenges Suggest measures to reduce any remaining challenges Report published in 2014.

Consultation workshop with PMI and BNPB Presented draft findings of IDRL report to key stakeholders (UN, NGOs, ASEAN, donors) Shared operational experiences Workshop recommended to strengthen coordination, improve dissemination and application of the law.

Main findings included: –The legal framework is already very good! –Need to focus on implementation and dissemination, roles, responsibilities and procedures –Need to revise some parts of the DM law »E.g. Scope of legal facilities (‘easy access’) provisions should be expanded »Upgrade BNPB guideline to a government regulation
