8 Reporting and Transparency March 16, 2009 All ARRA funds must be tracked separately  Description of use of funds (obligated and non-obligated)  Quarterly reports on both financial info and program outcomes/results  Estimated number of jobs created  Subcontracts and sub-grants required to comply with the Federal Funding Accountability and Transparency Act Reporting template being developed for use by states to capture required information

9 Accountability & Risk Management Root cause of most failures – lack of effective design or implementation of proper internal controls Typical issues/risks based on IG findings  Inaccurate or Incomplete Documentation  Unallowable Costs Resulting from Contracts with Missing Required Elements, Lack of Approval, or Expenditures that Exceeded the sub-contract amount  Poor internal controls over purchase cards and gift cards  Unsupported adjusting journal entries Complete documentation and record keeping is a must!

10 Superintendents Are Key The Superintendents in this room will make the decisions about a major portion of the stabilization funds ~ District and school decisions will determine success. Use short-term funding to invest in reforms that drive long-term results for students, schools and school systems. Strengthening teaching, turning-around lowest performing schools, using data for continuous improvement ~ You are doing the hard work
