4 ARRA Background Kansas’ Title I ARRA allocation $70.8 M ARRA for Title I provides supplemental funds to LEAs for schools with high concentrations of impoverished students; and Creates an unprecedented opportunity to strengthen teaching, close achievement gaps, and stimulate the economy

6 2009-2010 Title I Allocation Total 2009-10 allocation = Title I, Part A recovery funds + Title I, Part A regular funds ARRA is one time allocation KS receives 50% now & 50% in fall LEAs have 27 months to obligate the funds (by 9/30/11) 2009-2010 school year 2010-2011 school year Track ARRA and regular funds separately

7 Quarterly Reports on Title I ARRA Amount of funds received and expended or obligated Project or activity’s name, description and evaluation of its completion status Estimate of number of jobs saved or created Originally due July 10—probably Oct. 10 OMB developing templates for reporting Reports will be posted on USED’s Recovery website

8 LEA Eligibility for Title I, Part A Recovery Funds An LEA is eligible to receive Title I ARRA funds if eligible for : Targeted Grant component of funding formula Education Finance Incentive Grant (EFIG) component Criteria At least 10 formula children (census poverty, foster, etc.) At least 5% poverty (census, prorated free/reduced lunch)

10 ARRA Title I Funds -- Applications 2009-2010 ARRA LCP Application (due 6/30/09) Budget the entire allocation for 2009-2010 2009-2010 ARRA LCP Revision & Carryover (7/1/10) Carryover unspent funds into 2010-2011 Request waiver to exceed 15% carryover limitation Request waiver to exceed more than 1 every 3 years

11 Uses of Title I ARRA Funds Any allowable activity as defined by Title I, Part A LEAs should align uses of funds with core ARRA goals of saving and creating jobs and advancing reforms. focus on short-term investments with potential for long- term benefits USED is working on Use of Funds Guidance

12 Framing Questions for Decision- Making in Using ARRA Funds 1. Will it drive improved results for students including students in poverty, ELL and SWD? 2. Will it increase capacity? 3. Will it accelerate reform? Will it advance state, district or school improvement plans and the reform goals in ARRA?

13 Framing Questions 4. Will it avoid the cliff and improve productivity? 5. Will it foster continuous improvement?

14 Examples of Uses for ARRA Funds: Professional Development Activities Train highly effective teachers to be instructional leaders; Establish intensive, year-long training for all Title I school staff to build capacity to target student academic needs; Train teachers to use data to inform instruction for Title I-eligible students ; Train teachers in integrating technology into classrooms Use reading and math coaches to train teachers in Title I schools

16 Title I Grants to LEAs Supplement Not Supplant: Title I ARRA funds must supplement and not supplant Documentation important to rebut presumption of supplanting Contact LCP Consultants on the Title Programs and Services Team as supplement, not supplant provision may be different in each district. 10/10/201516

17 Required Set Asides Homeless students Neglected programs (allocation specified) 1% parent involvement (allocation $500,000+) 10% for professional development if district is on improvement 20% if schools are on improvement—for choice transportation and Supplemental Educational Services (SES)

18 Homeless Title I requires funds be reserved (set aside) for homeless students Reserve funds from ARRA Title I Reserve funds from regular Title I May not be waived

19 Parent Involvement Districts with total Title I allocation of at least $500,000 must reserve 1% of allocation Reserve from ARRA Title I Reserve from regular Title I 95% of 1% set aside goes to Title I schools in district Form “Parent Involvement Set-Aside 2009-2010” May not be waived

21 Invitation for Waivers Of one or more of the “set aside” requirements in Title 1, Part A; To calculate per-pupil amount for supplemental education services based on an LEA’s FY 2009 funds without regard to some or all ARRA funds; To allow a state to grant its LEAs a waiver of the carryover limit more than 1x/three years; and Of the maintenance-of-effort requirement.

22 Title I Buildings Use same date and data on ARRA and regular LCP Applications for ranking Rank order according to poverty (doesn’t apply to districts <1,000 students Building must be eligible Per pupil amount must be equal across Title I buildings or based on ranking (larger per pupil with higher poverty) Check that per pupil amounts are “ranked” according to total Title I allocation
