Funding will boost access to treatment and expand state-level prescription drug overdose prevention strategies. Cancer Moonshot The administration requests $755 million for cancer research, bringing the total price tag for the cancer “moonshot” initiative to $1 billion. The requested money would fund research at the NIH and FDA for immunotherapy, combination therapy and early detection techniques Cybersecurity National Action Plan The budget calls for $19 billion, or a 35% increase, in cybersecurity funding. The money would go toward replacing aging computer systems and increasing capabilities in the DOD, FBI, OPM, and VA. This is one of the largest increases ever sought in this area of funding. Criminal Justice Reform President Obama requests $5 billion over 10 years for a new 21st Century Justice Initiative designed to reduce crime, prevent unnecessary incarceration and overly long sentences, and build community trust in the justice system through training and oversight for local law enforcement. In January, Senator Mitch McConnell (R-KY), said that GOP Senators were seriously discussing approaches to tackle the “opioid-heroin epidemic that's sweeping the country." Republicans in congress have already been involved in the push to fund cancer research at the NIH. Increased cybersecurity funding has won bipartisan support of lawmakers in the past, though the GOP won’t like parts of the plan that add layers of government bureaucracy. Republicans may not agree with Obama’s proposed expense, but several prominent GOP senators have vocalized support for criminal justice reform and reduced incarceration.

Speaker of the House Paul Ryan (R- WI) has met with Obama to discuss the policy and seems to support it.
