Bipartisan budget deal may be harbinger of reduced brinksmanship: Lifts debt ceiling until March 2017. Lifts sequester caps for 2 years. Makes room for greater approps. for For domestic and defense spending. Paves way for but does not guarantee NIH $ boost. Price to be paid: Medicare payment to hospitals targeted for squeeze.
