1 ERASMUS+ CAPACITY BUILDING IN THE FIELD OF YOUTH

Capacity Building in the field of youth … promote cooperation and mobility activities that have a positive impact on –the cooperation and exchanges in the field of youth between different regions of the world; –the qualitative development of youth work/policies/systems –the recognition of youth work/non-formal learning/volunteering (especially in Partner Countries); 2

Activities should: promote strategic cooperation between youth organisations –and public authorities; –organisations in the education and training fields; –business and labour market; 3

And … raise the capacities of all organisations involved (youth organisations, youth councils, youth platforms and local, regional and national authorities dealing with youth) 4

In practice they should …. launch, test and implement youth work practices, such as: –tools and methods for the socio-professional development of youth workers and trainers; –non-formal learning methods 5

Ideally, they would also use …. new forms of youth work, notably strategic use of open and flexible learning, virtual mobility, open educational resources (OER) and better exploitation of the ICT potential; 6

Concretely … 2 types of Capacity Building projects: –Programme Countries and Partner Countries from Regions 5-13 (ACP, Asia, Latin America, …): submitted by Programme countries –Programme Countries and Partner Countries from Region 1 (Western Balkans): submitted by Western Balkan countries 7

Western Balkan Youth Window projects: submitted by organisations from Western Balkans countries aim at increasing the capacity of organisations through the implementation of mobility activities, possibly complemented by capacity building activities. 8

Mobility Activities Youth Exchanges European Voluntary Service Mobility of youth workers please refer to the specific eligibility criteria for each activity 9

activities encouraging policy dialogue, cooperation, networking and exchanges of practices in the field of youth; –Conferences, workshops, meetings, large-scale youth events, information and awareness campaigns –Products: tools, youth work methods, materials, training modules, … 10 (Complementary) Capacity Building Activities

Eligibility Applicant: –Non-profit organisation, association, NGO –National Youth Council –Public Body (established under public law) –Legally registered for at least 1 year –Established in Western Balkan country 11

Eligibility Partners: –Any public or private organisation established in a Programme country or Western Balkan country Partnership: –Minimum 3 participating organisations from 3 different countries –Minimum 1 Programme country 12

Eligibility Duration: 9 months – 2 years Activities: at least one Mobility activity (Western Balkans) Only one project per deadline by the same applicant 13

Award Criteria Relevance of the Project (20) Quality of the project design and implementation (30) Quality of the project team and cooperation arrangements (30) Impact and dissemination (20) 14

Evaluation – Important to know … Western Balkan projects compete only with Western Balkan projects!!! 16

FUNDING - WESTERN BALKAN 2016: EUR ( EUR per deadline) funded with additional EU funds (pre- accession assistance) allocated to the Erasmus+ Programme to increase cooperation with organisations from Western Balkans 17

Funding Rules Max. grant: EUR No minimum grant Careful to use the right budget categories: –Mobility Activities: Flat rates –Capacity Building Activities: new Flat rates for travel and real costs estimation for other items (max. 80% of co-funding) 18
