Key Aspects of President’s FY 2017 Budget Request PRESIDENT’S BUDGET REQUESTPRESENTATION CENTER 21 st Century Clean Transportation System The administration’s proposal includes a $10- per-barrel fee on oil, to be phased in over five years, to pay for transportation initiatives, such as new rail corridors, highway projects, pilot projects for self-driving cars and other initiatives that fall under the category of ‘clean transportation’ Increased Funding for Clean Energy R&D The request proposes doubling clean energy research and development spending to $12.8 billion by 2021, and creating a $1.65 billion fund over the next ten years for climate infrastructure projects Job Training Initiative The administration’s request proposes spending $5.5 billion in FY 2017 for job-training efforts for young people, and funding a $2.5 billion tax credit over five years for companies that partner with community colleges and hire graduates Cybersecurity National Action Plan The President’s budget request calls for $19 billion, or a 35% increase, in cybersecurity funding. The money would go toward replacing aging computer systems as well as increasing capabilities in the Pentagon, FBI, OPM and VA. This is one of the largest increases ever sought in this area of funding. Cancer Moonshot President Obama is asking for $755 million for cancer research, bringing the total price tag for the cancer “moonshot” initiative to $1 billion. The administration expects the money to fund research into immunotherapy, combination therapy and early detection techniques at the NIH and FDA. Funding to Deal with Opioid and Heroin Abuse President Obama proposes spending $1.1 billion in new funding to address the prescription opioid abuse and heroin use epidemic. Funding will boost access to treatment and expand state- level prescription drug overdoes prevention strategies.

President’s Budget Request Opposed by Republicans February 9, 2016 | Alexander Perry Source: White House, OMB, 2016; Noun Project, Emily Rinehart, Gabriela Lawrowska, PJ Sounders, Edward Boatman Key Aspects of President’s FY 2017 Budget Request PRESIDENT’S BUDGET REQUESTPRESENTATION CENTER European Reassurance Initiative The administration’s request proposes quadrupling spending on European defense, from $789 million to $3.4 billion, to reassure allies and deter Russia. Computer Science for All Initiative The administration’s budget request pledges $4 billion in funding for states to increase access to K-12 computer science by training teachers, expanding access to instructional materials, and building effective regional partnerships. Building a 21 st Century Retirement System The President’s proposals aim to ensure near universal access to workplace retirement savings accounts and put the nation on a path to more portable retirement benefits. Reform of the Unemployment Insurance System The President’s budget proposal aims to provide workers with access to wage insurance that would replace half of lost wages, up to $10,000 over two years. The administration says this would address gaps in the unemployment insurance system and make it easier for workers to retrain. Preventing Child Hunger The administration’s budget request calls for $12 billion over ten years to reduce child hunger. This will fund the Summer EBT program, which provide supplemental food benefits during the summer months for all families with children eligible for free and reduced price school meals Zika Virus Funding* The White House is requesting $1.8 billion in emergency funds for several federal agencies to accelerate research into a vaccine and educate populations at risk for the disease. *Emergency funds are not included in the normal budget request Modified Cadillac Tax The request proposes a reduced version of the “Cadillac” tax on employer-provided insurance plans, which was originally designed to control health spending but was highly unpopular with unions and across party lines.
