Who owned Louisiana and New Orleans?  President Jefferson wanted to buy New Orleans from France.  Napoleon originally said “no!”  President Jefferson sent James Monroe to ask Napoleon again, and this time he sold the entire Louisiana Purchase!  President Jefferson bought Louisiana from France because he wanted the port of New Orleans. What major foreign policy issues affected the United States in the early 1800s?

How did the purchase of the Louisiana Territory contradict Jefferson’s view of government and the Constitution?  Jefferson did not want a strong central government.  Jefferson believed in a strict interpretation of the Constitution.  The President used his power to purchase the land.  The Constitution did not discuss purchasing land, so Jefferson had to loosely interpret the Constitution to do so.
