The 2-Person System

Forced to use a 2–Person System ? Only when there is no other choice MISOA does not willingly schedule 2-person systems Exceptions are: –Freshman games –Tournament games when we are short of officials

SOME CHARACTERISTICS Requires a very careful pre-game One “times” the other “writes” Whistle all stoppages so other referee knows what is going on – there will be a lot more whistles than you are used to Whistle all restarts so no one is surprised Mimic all signals Maintain position as AR’s who are allowed to step onto the field You are still responsible for off-side.

TERMINOLOGY 2 – Person System – officials of equal authority –Also known as “Dual System of Control” Head Referee – Sr. level referee on sched. Referee – of equal “on field” capability Lead Official – on attacking end of field Trail Official – official trailing the attack

KEY TO SUCCESS ! HIGH QUALITY PREGAME – –Be thorough & complete –Conducted by Head Referee –Corrected by Referee this is not an issue of “preference” follow the guidelines (read the book!) –Be cordial – this could be a “long” game –Head Referee makes decisions on any points not covered by the rules

HIGH QUALITY PREGAME THREE PRINCIPAL PARTS: 1.Establish cordial relationship and responsibilities 2.Review proper static and dynamic positioning 3.Discuss levels of competition, foul and misconduct management

HIGH QUALITY PREGAME Relationship & Responsibilies “Senior Official” is Head Referee & gives pregame Understand the need to be consistent Make lots of eye contact – the players will sense that you are cooperating with one another Who will time and record (back each other up) and handle substitutes

HIGH QUALITY PREGAME Positioning – dynamic play Basic responsibility for Off Side Shows deep penetration of “trail” official – caution must be exercised when off side trap is employed Understand “lines” you are responsible for You are your own goal judge

HIGH QUALITY PREGAME Static play – Kick Off Trail official sets up the kick off opportunity Lead official cheats towards off side position Lead official signals Trail to blow whistle

HIGH QUALITY PREGAME Static Play – free kicks Lead official assumes OS position & signals readiness to Trail Trail official sets ball/wall, indicates free kick signal and after signal from Lead blows whistle to restart. Trail official returns to normal position

HIGH QUALITY PREGAME Static Play- goal kick Trail Official declares ball ready to play Move out to 18y Lead Official anticipates “landing zone” and watches for kick to his side

HIGH QUALITY PREGAME Static Play – Corner Kicks Lead Official whistles ball ready to play Lead judges flight of ball Lead watches “landing zone” On kick from left, Trail signals Lead when ball is placed properly Trail watches for action around goal keeper

HIGH QUALITY PREGAME Static Play – penalty kicks Lead takes position by the goal pole Trail covers intense area around 18y Lead official places ball and whistles it ready to play

HIGH QUALITY PREGAME Static Play – Handling Substitutions At proper stoppage of play, responsible official uses “instructional” whistle to indicate substitution delay. Upon last sub taking place on the field, responsible official indicates by hand signal to official monitoring the restart that play may resume. Restart official whistles ball into play

HIGH QUALITY PREGAME Making the Call When foul will be penalized: Almost impossible to call “advantage” Sharp, single blast of the whistle Give time-out signal if appropriate Signal direction of restart & DFK or IFK Lead Official whistles restart

HIGH QUALITY PREGAME Handling Misconduct Determine that Misconduct must be carded Stop play; stop the clock Present the yellow, red or red/yellow card above your head Indicate player involved Record name and number Inform player of infraction Inform scorekeeper and coaches

Forced to do a 2 – Man System Helpful Hints Don’t restart until trail referee signals OK Misconduct and fouls are called from anywhere on the field “Carding” official makes reports to the coaches Be careful when leaving your half of the field to help out other official – the counter attack is your job.
