HERA Second European Stakeholder Workshop July THE HERA TARGETED RISK ASSESSMENT CONCEPT 1. Focus on ingredients of household cleaning products (main or sole use) and identify –potential environmental effects –potential effects on human health 2. Focus on consumer phase –known and probable uses and discharges of detergent and cleaning products. WITH REAL EXAMPLES hazard exposure

HERA Second European Stakeholder Workshop July HERA Scope: our focus We focus on risk assessment to human health and the environment of chemicals in wide dispersive use, but not everywhere…… We focus on (a) consumers: directly exposed in the home from use and indirectly exposed from the environment; and (b) on the environment receiving domestic effluents and exposed to background levels of the chemicals or their breakdown products.

HERA Second European Stakeholder Workshop July You need rules: Guidance Document You can group: We are learning how. Align with existing methodologies. Build on other initiatives. Pre-filters are under consideration in HERA. You can target: HERA scope A short supply-chain helps. Other Sectors may not have this advantage. Downstream users do have data, on intrinsic properties as well as use scenarios, and on products as well as ingredients. Data gaps can be identified and may be filled without testing: HERA is learning how. Risk assessment is feasible.

HERA Second European Stakeholder Workshop July The challenge of data collection: Risk assessment must be based on evolving science. Common exposure scenarios needed, but not easy to assemble. Skilled technical resource is vital. Collecting existing data takes time, commitment and collaboration of Producers and Downstream Users. Legal aspects of sharing data must be addressed. Co-ordination with the multiplicity of other chemicals management programmes is challenging. The detergents industry has a good track record of Upstream and Downstream collaborative working.

HERA Second European Stakeholder Workshop July Suppliers are concerned with the communication and assurance of safety during production and distribution, as well as the safe use of the substance. Downstream User companies, selling directly to the public, are very conscious of the importance of risk assessment for consumer health and the environment and of the need to communicate information in appropriate language. Communication Consultation, communication and dialogue with external stakeholders are vital components in the achievement of sound risk assessments and their interpretation.
