NIST MEP Strategic Planning MEP Advisory Board1

Board Engagement in Strategic Planning Review the charge from Pat Gallagher What we have heard so far: – Strategic Planning Sub-committee guidance Subcommittee Members Denny DotsonRoy Church Jeffrey Wilcox Kelly JohnsonMark Rice – Center input from Portland system meeting Proposed path forward 2MEP Advisory Board

Charge to the Board Recognizing that a new strategic plan is necessary to respond to the current challenges of the manufacturing sector and address the priorities of the Administration and other stakeholders... NIST Director Pat Gallagher charged the MEP Advisory Board to provide guidance to MEP on developing a system-wide strategic planning process ensure engagement of all key stakeholders, and participate in the planning process itself 3MEP Advisory Board

Strategic Planning Sub-committee Guidance 4 Clarify scope of the plan MEP focused-strategy; not a national manufacturing strategy Broad scope to demonstrate how MEP system can impact all SMEs Ensure access to all critical inputs Views of manufacturers Clients (via survey and direct interaction) Non-Clients ( via center boards and associations) Direct Center/System engagement State-level perspectives (NGA, SSTI, others) Federal Agencies (partners, sponsors, etc. ) Policy Makers (Congress, White House, DOC, NIST) MEP Advisory Board

Strategic Planning Sub-committee Guidance 5 Process/Document Considerations First, listen and learn Use what is learned to revisit Mission and Vision Clarify what distinguishes MEP from other competitors/offerings Concise, high-level, aligned measures – but not too many Overarching Considerations Concerned that most recent efforts wound up on shelf Want to be sure this plan can and will be acted upon Progress in achieving the plan should be measured and form a major part of the conversation with the board MEP Advisory Board

Center Input from System Meeting 6 What We Asked : – What stakeholders do you engage? – What inputs do you consider? – What are the key process steps? – What do you want us to be sure and consider? MEP Advisory Board

Center Input from System Meeting 7 What Stakeholders Do You Engage? : – Virtually All Said Staff Board Host Organization – Varying Levels of Engagement Clients/Potential Clients Economic Development Agencies Other State Officials MEP (most often Regional Managers) MEP Advisory Board

Center Input from System Meeting 8 What Inputs Do You Consider? : – Past Performance CORE Financial Client Satisfaction – Voice of the Customer – State Direction – Other Stakeholder Inputs – Market Data – Future Trends (political, economic, societal, technological) MEP Advisory Board

Center Input from System Meeting 9 What Are The Key Process Steps? : – Revisit and/or Develop Mission, Vision, Values – Conduct Environmental Scanning – Review Past Performance – Conduct SWOT Analysis – Develop Strategic Objectives – Create (A Few) Aligned Metrics MEP Advisory Board

Center Input from System Meeting 10 What Do You Want Us to be Sure and Consider? : – Respect the diversity of the Centers and their operating environments – Allow lead time to implement major changes – Focus on how we can leverage the current mfg. renaissance – Keep it simple, actionable and measurable MEP Advisory Board

Proposed Path Forward: Key Questions to be Answered 11 Key Questions to be Answered: What does success look like for the MEP system? What does success look like for an MEP center? What is the relationship between NIST MEP and the centers, and what roles and responsibilities does that impose? How do we know when we have achieved success? MEP Advisory Board

Proposed Path Forward: Role of the Board / Sub-Committee Ongoing Roles for Sub-committee First line of guidance on process; organizing and interpreting inputs Monthly check-in on progress Ongoing Roles for Full Board Source of external perspectives from your networks Potential source of inputs from stakeholders that are difficult for us to engage (Congressional staff, etc.) Important voice in answering Key Questions from prior slide Guidance on selecting and prioritizing strategies and metrics Reality testing of strategic plan 12MEP Advisory Board
