Partnership between EC/SMAP, UNEP/MAP and the World Bank/METAP PROMOTING AWARENESS AND ENABLING A POLICY FRAMEWORK FOR ENVIRONMENT AND DEVELOPMENT INTEGRATION IN THE MEDITERRANEAN WITH FOCUS ON INTEGRATED COASTAL MANAGEMENT

Integrated Coastal Zone Management (ICZM) Tools and Technical Assistance Packages Enhancing countries environmental and social assessment capabilities Tools and methodologies for developing a national policy framework (Process versus final product) Legal framework Economic instruments and financial mechanisms Pre-feasibility studies and investments

Cost of Environmental Degradation COED: What’s the objective??? Help optimize the trade-offs between economic development and growth; well being; and the preservation of the commons Help decision-makers make informed and efficient choices to maintain the integrity of the environment and promote conservation based on a common denominator: monetizing or valuing environmental degradation, averted and remedial costs Integration of Economic and Environmental aspects

Analysis of Results and Data Variations in COED estimates seem to be larger within (e.g., Coastal Zones) than across countries (implications for regional environmental management) Data constraints most serious for natural resource related issues COED results need to be complemented by setting up a forum for stakeholder dialogue that will help reach a consensual arbitrage for environmental preservation and conservation

Promotion and Enabling Environment in the Mediterranean countries In terms of institutional set up: partial vertical (across line ministries and agencies), and horizontal integration (local level, private sector, and public participation) which require efficient flow and communication structures between various relevant stakeholders Stakeholder pressures identified but appropriate instruments either experimental or missing (discussion forum, sustainable strategies, etc …) End users receiving poor quality information

Promotion and Enabling Environment in the Mediterranean countries Most aspects of ICZM approach to planning and managing either sought or tentatively being implemented: statutory coastal management plan; Strategic Environmental Assessments; stakeholders pursuing dialogues; etc. Efficient adaptive and integrative processes not embedded at all levels of governance, No financial commitments made Monitoring and evaluation poorly integrated in the process
