DLI 1: Resource Planning 4 Activity Progress a)Develop Integrated Development and Asset Management Plan (IDAMP) tools and reporting formats; b)Pretest formats for IDAMP c)Conduct operational testing with city governments and city level agencies d)Provide training for all relevant city officials on IDAMP e)Conduct data collection and build GIS- based inventory of municipal infrastructure assets for each CDG and city entity f)Develop municipal infrastructure assets management system & capacity building of city entities  Developed draft template for Integrated Development Plan  Developed Draft template for Asset Management Plan  Consolidation of ADP and Compilation of Consolidation on New Template.  Asset management Forms have been finalized and shared with WASA for data collection.  The data collection of Asset of WASA is near completion.  Data Entry of Assets in AMS software is under process.

DLI 2: Procurement 6 ActivityProgress Procurement Plan Invitation for Bids (IFBs) Bid Evaluation and Award of Contract Completion of Contract Procurement plan has been prepared and submitted to the Urban Unit by the WASA. The same has been approved from the World Bank and uploaded on the websites of the PCGIP and PPRA. Invitation for Bids (IFBs) of ten (10) schemes costing to Rs M has been advertised through National Competitive Bidding (NCB) and Request for Quotations (RFQs) of Seven (07) schemes costing to Rs M under Shopping procedure of the World Bank have been advertised. The bidding documents have already been reviewed and finalized.(Bids are being opened on for shopping & for NCB contracts) (Summary of Schemes)Summary of Schemes  Bids will be open and award of contracts with the Prior approval of Urban Unit will be awarded till end of January, 2015  All the contract pertaining to WASA will be completed before June, 2015 as per approved Procurement Plan

DLI 4: Revenue Collection Systems 7 Activity Progress  Roll out and operationalize OSR Action Plan for all city entities  Complete UIPT Automation in CDGG The WASA consumer survey has been Planned and to be started in the month of January  Computerization of billing systems of WASAs is linked with the consumer survey.  WASAs have started media campaign for recovery of arrears  WASA-G Bulk meters installation is under-consideration Energy Audit for WASAs.  The field survey in process via two Energy Audit Teams with WASA officials  The Energy Audit for WASA-G will be completed by June 2015 requiring survey, data collection is in process. The output is in the form of Energy Audit Report for WASA- G with EMOs (Energy Management Opportunities)

DLI 5:Boundary Alignment 8 Activity Progress Develop and implement Action Plan for phased extension in ‘Service Delivery’ area for city entities to align this area to ‘city’ boundary  Peri-urban structure plan is under process of revision. Action plans of service delivery will be developed after revision of plan.

DLI 6:Public Disclosure & Access to information 9 ActivityProgress Develop mechanism for public disclosure and access to information for municipal services for CDGs and its entities  WASA Gujranwala is providing information through Notice Board and on public requests.  Public Information Officers (PIOs) for WASA-G has been notified.

DLI 7: Accountability 10 ActivityProgress Existing Practice of Complaint Registration and Resolution  WASA has established complaints center at eight Locations in Gujranwala City. Record of Complaints is maintained at register placed at each center. Total No. of Complaints' WASA Received in the Calendar Year 2014;Complaints Sewerage Complaints 13,189. Complaints Solved: 13,128. Complaints under Process: 61 Water Supply Complaints: 1,322 Complaints Solved: 1,296 Complaints Under Process 26

Environmental and Social Management Framework (ESMF) 11 An Environmental & Social Management Framework (ESMF) is prepared under PCGIP to ensure the development schemes implemented by the CDGs/City entities to be environmentally and socially sustainable.

PROGRESS ON YEAR ESMF targets 30 % for year have been achieved. IMPLEMENTATION OF ESMF ( ) 13  Target:  Implementation of ESMF in 100 % EEPs (PCGIP) schemes and 60 % ADP schemes during running financial year  Achievements so far:  Identification of EEPs/PCGIP Schemes has been done  Survey Team conducted Environmental and Social survey of EEPs schemes to ensure effective public participation  Environmental and Social Screening of EEPs/PCGIP schemes have been completed  Environmental and Social Management Plans (ESMPs) for E2 category EEPs Schemes have been prepared  ESMP implementation cost included in cost estimates, procurement plan and bidding documents  Approval of ESMPs from EPA, awaited  Monitoring of E2 schemes will be carried out during scheme execution

IEE/EIA of ADP SCHEMES 14  Environmental and Social Screening of ADP Schemes (to meet 60 % target) has been carried  Initial Environmental Examination (IEE) of JICA funded project “Up-Grading Mechanical System for Sewerage and Drainage Services in Gujranwala has been filed with Environmental Protection Agency, Punjab for NOC by Managing Director Water and Sanitation Agency, Gujranwala, where IEE Report has been reviewed  Environmental Assessment (EIA/IEE) of other E1 category schemes (where assessment required) is in progress  Monitoring of E1 category schemes will be carried out during scheme execution  A comprehensive session with all Officers of WASA regarding “Preparation for proper Implementation required during execution of PCGIP projects’” and implementation strategy for year-3 targets of PCGIP was arranged in the Committee Room of WASA
