Outcomes Focused planning NHS Health Scotland
Overview Context & purpose Outcomes framework Components of the framework Outcome planning with local areas
Context Outcomes Framework Local activities
Purpose Identify outcomes Link activities with outcomes Prioritise activities
Components of the framework Outcomes triangle Logic models Multiple results chains
Generic Outcomes Triangle Well-being Population health Health inequalities LONG-TERM HIGH LEVEL OUTCOMES Individual behaviours Social, economic, and physical environments INTERMEDIATE OUTCOMES SHORT-TERM OUTCOMES Outcomes related to service delivery Reporting of performance at different levels for different related purposes: For public reporting, typically high level or intermediate outcomes. Intermediate split between individ behaviours and soc/econ/phys environments. In HIPM, suggesting that PM at local level should relate to s-term outcomes or, if necessary, outputs and processes necessary to achieve s-term outcomes that, in turn, relate to intermediate and ultimately high-level outcomes Putting this into practice with a number of ‘tools’ – introduced in remainder of this session, covered in more detail over next couple of days. Outputs Processes Inputs
Can be controlled internally Logic models What you do What you want to achieve Activities Reach Short-term Outcomes Intermediate Outcomes Long term Outcomes Direct influence Can be controlled internally In-direct influence
Logic models – example (don’t focus on the details at this stage)
Why reach is important
Multiple results chains - example
Developing the Outcomes Framework The outcomes framework was developed with a range of partners A review of highly processed evidence has been carried out to identify what is known about the connection between the activities and outcomes in the framework
