Background and justification (2) o Prior work: Internationally comparable telecom data from ITU UNCTAD: Measuring e-commerce OECD initiative to harmonize and collect data (WPIIS) Eurostat’s database on ICT usage for EU countries Metadata questionnaire by UN-RCs UN ICT Task Force Working Party: mapping the MDGs to ICT indicators

Background and justification (3) o WSIS Plan of Action : calls for IS indicators to measure development calls for developing measurement tools outlines indicative targets by 2015 in key areas !!MSW-E.doc o Expanding work through partnership by: developing a coherent and structured global approach assisting developing countries - building local capacities providing input for future policy and analytical work

Objectives and deliverables (1) o Common set of ICT indicators: To be agreed upon globally by mid 2005 To be submitted to WSIS Tunis and UN Statistical Commission Regional networks to be developed in order to ensure that particularities are recognized

Objectives and deliverables (2) o Capacity building in NSOs By end 2005 develop capacity of selected beneficiary countries Regional statistical working groups: developing and collecting ICT statistics A training course for ICT statistics A manual on ICT indicators to guide NSOs and related ministerial units

Objectives and deliverables (3) o International database on ICT indicators that provides: an inventory of available ICT indicators a compilation and publication of data on the web an international online platform (portal) for information dissemination and continuous discussion

Phase 1: Activities & resources (1) o Inventory of ICT statistics: ECLAC produced the questionnaire Through collection of metadata from NSOs Results of the surveys show state of progress ECLAC, ECA, ESCWA, UNESCAP, OECD, UNCTAD to collect and analyze data UNCTAD/ITU/UIS to consolidate sectoral data o Regional workshops: Substantive contributions from ITU, OECD, UNCTAD, UIS, UN-RCs, WB and NSOs Upcoming: ECLAC (2-3 November)

Phase 1: Activities & resources (2) o Global ICT indicators meeting Geneva: February 2005, hosted by ITU & UNCTAD Substantive contributions from all partners Need for resources: Costs for venue, interpretation, documents and travel of participants o Pilot studies Feasibility missions to select pilot countries Advisory missions to provide training ITU/UNCTAD/UIS/UN-RCs directly involved Resources needed for travel, survey, feasibility studies

Phase 1: Activities & resources (3) o Technical workshops: Share expertise, identify best practices, develop common methodologies, … Organized by UN-RCs and NSOs o Training course: Targeting NSO practitioners All partners are involved in developing material, providing knowledge, expertise, … o Guidebook on IS Indicators Best practices, model questionnaires, methodologies, data collection measures, … OECD to provide material (WPIIS) o International database Internet platform - interactive Web site Concerted effort by all partners

Phase 2: Nov 2005 – June 2008 o Expand ICT measurement work o Enhance and expand the database o Develop capacity building activities from Phase 1 o Extend training programmes
