3 Saint Lucia Implementation Stage (1) Partner Institute: Central Statistical Office –MOU in effect since October 2007 Data Collection: April-December 2008 (Three quarters)— launched last week! Last ECLAC mission: 7-9 April 2008 Phase I (LFS) –Sample size: 3,000 households in 3 rounds –Sample size enlarged by 750 households in each round –Over-sampling in some districts to capture tourism and mining activities to have a more representative sample of HUEMS for Phase II

4 Saint Lucia Implementation Stage (2) Phase II (HUEM Survey) –Agriculture not included –No sampling: survey of all HUEMs associated with own- account workers and employers identified through Phase I –Expected number of HUEMs  522 Next steps: Data collection, processing, tabulation and analysis

6 Mongolia Implementation Stage (1) Partner: National Statistics Office –LOA in effect since October 2007 Data collection July 2007-June 2008 –July 2007-March 2008 completed (currently in the fourth and last quarter of data collection) Phase I –Two-stage stratified sample design –Sample Size: 7,100 households (annual)  In the first quarter 1,724 households (4,641 individuals were surveyed => 2,553 employed during the reference period)

7 Mongolia Implementation Stage (2) Phase II –Agricultural enterprises not in scope –No sampling: survey of all HUEMs associated with own-account workers and employers identified through Phase I –Sample size: 1 st quarter: 441 HUEMs were identified and surveyed 2 nd quarter: 425 HUEMs were identified and surveyed

8 Mongolia Implementation Stage (3) Data review and data processing –Desk review—ESCAP reviewed data from 1 st quarter and now reviewing 2 nd quarter data –Data processing & tabulation  Last ESCAP advisory mission on February 18-22, 2008 –New versions of datasets from the first two quarters, including weights, by end-April, 2008 Next steps –Post-identification of informal sector enterprises and informal employment, detailed data analysis, country reports

9 Philippines Implementation Stage (1) Partners: –National Statistical Office (NSO) Main ‘1-2’ Survey implementing agency –National Statistical Coordination Board (NSCB) Contributes to HUEM-related tasks and in charge of outputs for national accounts estimation LOAs, budgets and work plans being finalized Last ESCAP mission (NSO): 14-18 January 2008

10 Philippines Implementation Stage (2) Data collection April-June 2008 (2 nd quarter 2008 only)—was launched last week! Phase I –Sample Size: 55,000 households (second quarter sample) –Sample design based on the 2003 Master Sample with multi- stage stratified sample design Phase II –Covers all economic activities –Sample design is in the process of being finalized –Maximum number of HUEMs expected to be surveyed: 10,000 Next steps: Data collection, processing, tabulation and analysis

11 Sri Lanka Preparatory Stage (1) Partner: Department of Census and Statistics –LOA, budget and work plan in process of being reviewed Last ESCAP mission: 21-25 January 2008 Data collection July 2008-June 2009 Questionnaires –Phase I questionnaire: additional module to identify HUEMs (as informal employment questions are already included in the LFS)  being pre-tested –Phase II questionnaire  being pre-tested

12 Sri Lanka Preparatory Stage (2) Phase I –Sample Size: 20,000 households (annual) –Two-stage stratified sample design Phase II –Agricultural enterprises included except for those involved in paddy production –Survey all HUEMs identified through Phase I –Expected number of HUEMs: 8,200

13 ESCAP Training: project countries (1) Workshop on Informal Employment and Informal Sector Data Collection: Strategy, Tools and Advocacy (19-21 September 2007 ) –Participants: National accountants and survey statisticians from Mongolia, Philippines, Sri Lanka and Saint Lucia; ECA, ECLAC and ESCWA –Topics covered in the workshop: Design of a HUEM survey including frame construction, sample design and questionnaire design; Tabulations and dissemination variables on informal sector employment and GDP estimates; Design of an advocacy/dissemination workshop

14 ESCAP Training: project countries (2) Workshop on Informal Employment &Informal Sector Data Collection II: Evaluation, Processing and Utilization of Data from ‘1-2’ Surveys (14-16 May 2008) –Participants: Survey statisticians and national accountants from the 3 ESCAP project countries + Viet Nam; ECLAC and ESCWA –Topics covered in the workshop: Data quality review and evaluation; Defining and generating derived variables from ‘1-2’ Survey data; Analysis and tabulation formats; Country approaches to NA estimations/direct estimation of informal sector GDP.

17 Inter-regional work Technical Papers: 1.UDCS Paper (in draft version) 2.Harmonized definition of informal sector based on the UDCS 3.Characteristics of informal employment Guidelines/Manuals: 1.Guidelines for data dissemination with tabulation plan and a list of key indicators 2.Guidelines for estimating informal sector GDP and integration of informal sector production into national accounts –Global consultant (already hired): to draft the project guidelines for estimating HUEM/informal sector GDP and for integrating these estimates into NA –Regional consultants: to assist with the implementation of these guidelines in the project countries
