PROPOSED NEW PROGRAMME BENEFITS & PRINCIPLES August 2007

Principles Designed to deliver on the Aim of Scouting Ireland The Scout Method for all Sections One Programme providing Fun, Friendship, Adventure & Challenge Adults are enablers It’s based on personal development of young peopleIt’s based on personal development of young people Young people take responsibility for their personal developmentYoung people take responsibility for their personal development Young people engaged fully in implementing Programme (not passive recipients)Young people engaged fully in implementing Programme (not passive recipients)

The purpose of our Youth programme is to achieve the Aim:

The Development of Young People and Improvement of Society through Fun, Friendship, Adventure and Challenge (to engage young people)

Principles of Youth Programme It’s based on personal development of young people Young people take responsibility for their personal development Young people engaged fully in implementing Programme (not passive recipients)

Adults act as mentors/enablers One Youth Programme Programme develops with development of Young People The Scout Method fully implemented

Role of Adult

Evaluation as a learning tool

Leadership & Decision-making All young people will be provided with leadership opportunities All young people are involved in decision- making in their Patrols/Watches Adults support young people in providing their own programme, instead of ‘delivering’ programme

Pilot Sections Tracker Scouts 7 or 1st Class or P3; 8; 9 Explorer Scouts 10; 11; 12; 13 Discovery Scouts 14; 15; 16 Rover Scouts 17; 18; 19; 20 All young people are called Scouts. All sections are called Troops. The small groups of young people are called Patrols/Watches in all sections. The leaders of the Patrols/Watches are called Patrol/Watch Leaders in all sections. The adult leaders are called Scouters. The Patrol/Watch Leaders Council includes Patrol/Watch Leaders and Scouters. The Troop Council includes all Scouts and Scouters in a Troop.

Ongoing review helps the Scouts helps to evaluate how things are working out The Programme Cycle is Planned by Young People with Adults The Programme is implemented through Activities Activities are designed to help achieve Learning Objectives in the Personal Journey Planning, Activities & Personal Journey all use the Scout Method and relate directly to the SPICES.

Benefits of proposed approach Young People planning their own Challenges & running their own Activities, gaining the skills & knowledge to be active members of the community & to contribute to a better world. A single, cohesive programme catering for 4 age ranges, replacing 4 separate programs. –Enabling more young people to stay with us until they are adults. Increased youth involvement, re-emphasing a core element of Scouting. –Supporting greater personal freedom and more autonomy. The Scout Method as B-P intended it but in a modern framework. –Greater relevance for more young people in the 21st Century. Young People controlling their own personal development. –Enabling each individual to move at his/her own pace and get what they need from Scouting. Adults supporting Young People on their Journey of Discovery, instead of “delivering a programme”. –Creating a better model for Young People to follow when working in groups.
