What is roverway ? RoverWay is the new European Event for guides and scouts aged The first edition will be RoverWay – people in motion and will take place in Portugal This activity will be held from July 31st to August 11th, 2003 Participants will be asked to do some preparatory work and make contacts with other participants before the event

Theme You can make the difference Each Rover, Ranger or Venture Scout must be a committed person:  To his/her community;  To his/her country;  To our world; Each one of them must develop a commitment to Life itself; He/she will be prepared to be agent of change, always in motion, making the world a little bit better than (s)he found it;

Theme Two main ideas Commitment: that leads us to act in a responsible way, and create a true citizenship; the commitment that is also stated in our Scout or Guide Promise Life: which is a fantastic thing, worth being (re)discovered everyday in its different aspects (nature, spirit, self, community). By doing so, we reinforce our commitment

Slogan People in Motion "People" refers to participants in RoverWay – People In Motion and their Lives. "Motion" to their attitude in life and their commitments. People in motion suggests a crowd moved by a common goal - Scouting and Guiding. It is exactly the Scouting and Guiding ideal that should rule our attitudes towards life and the build of a better World to live in.

Program The program of RoverWay - people in motion has three main different parts:

Program RoverWay ManyWays is a project-oriented period, conceived and accomplished by participants. Emphasis will be given on the commitment of participants with local life. It begins, at a national level, more than one year before camp takes place and goes through a series of steps up to its realisation within the first five days

Program CrossWays is essentially based on the idea of Life and on the celebration and sharing of that same "Life". It will be a programmed activities period, related to several areas of one’s own personal development. It is the period that unites all participants in RoverWay - people in motion. Chain Reaction constitutes a dissemination phenomenon of all the experiences lived in RoverWay - people in motion. It takes place after camp until each team sends the final chapter of the symbolic framework to the WAGGGS/Europe Office and the European Scout Office.

Camp 31st July - 11th August Camp consists of two different periods (see Tab.1):  The first comprises 5 days. It is during this time that group projects will be formulated. It is the climax of the period RoverWay Many Ways.  In the second, which prolongs itself through the remaining days, Communities will be assembled at the Base Camp where CrossWays takes place. Communities will then be subdivided into Villages and activities will be shared between them. The Base Camp will be located at “Lagoa da Ervideira”, near Leiria (about 100km far from Lisbon).

Ways of participating Participants:  2400 Rovers, Rangers and Scouts, aged 16 to 22. Teams:  Participants will be organised in 300 teams of eight members each. Given the specific nature of the first half of the activity – RoverWay Many Ways - they should have, preferably, one year of working experience as a team. Teams begin to operate from the first day onwards. Groups:  In the first part - RoverWay ManyWays - there will be 50 groups composed by six teams from six different nationalities. One of them, the hosting team, will be Portuguese. Each one of this groups should be called "Community". In the second part - CrossWays - Communities will be gathered in 10 villages, of 240 participants each.

Ways of participating Leaders:  Each Community will have three leaders - one Portuguese and two foreign - the Portuguese leader will preferably come from the same group as the hosting team. National associations will be advised to guarantee a minimum ratio of one leader per three teams. These leaders should have a past experience in working with these ages. International Staff:  The staff in charge of keeping RoverWay - people in motion going on, will be constituted by young adults, preferably from 23 to 35 years of age, in a total of 300 members. One third of them should be foreign. Other profiles will be considered to fulfilled specific needs.

Ways of participating Registration  Registrations will be done through national associations and on a team-basis procedure. Among the traditional data requested for each participant, one address per team (preferable from the team leader) will be also mandatory. Each team should also mention its name and choose the type of project they would like to be involved in.
