Transition Improvement Plan (TIP) Introduction to the Indicator 14 Post School Outcomes (PSO) Report Transition Improvement Grant ( IDEA CFDA # TIP ( November 2015

2 Reviewing district and state Indicator 14 Outcomes is an important first step in understanding the outcomes targeted for improvement. Indicator 14 Outcomes Required once within a 5-year cycle Review Indicator 14 Outcomes Transition Improvement Grant ( IDEA CFDA # TIP ( November 2015www.witig.orgwww.witip.org

PSO Evaluating PSOs 3  Inform program improvement planning  What areas are former students doing well?  What could be improved?  Track how local exiters are doing over time and the impact of improvement planning efforts.  Explore which in-school experiences influence students’ post-school outcomes. All data and reports available to the state are available to districts Transition Improvement Grant ( IDEA CFDA # TIP ( November 2015www.witig.orgwww.witip.org

Who is Contacted? All district former students who exited school with a regular diploma certificate of attendance maximum age of eligibility for services (age 21) dropped out Only those with active IEPs at the time of exit – no former or 504 Not those who returned to school Based on district ISES Exiter Report – district decides who is an exiter and in what category, and DPI shares this database with PSO website. 4

Unduplicated count of participation in activities of post school engagement. Required once within a five-year cycle. Minimum 20% district response rate. 3 data points reported to DPI. DPI combines with other cohort-year districts and reports those 3 data points to OSEP annually. Improvement efforts and targets are a state responsibility under the current DPI Self-Assessment Monitoring Cycle New “Improvement Planning” Results Assessment may change this to require district improvement plan Indicator 14 5 Transition Improvement Grant ( IDEA CFDA # TIP ( November 2015www.witig.orgwww.witip.org

Results are used for district improvement planning - DPI does not look at this data. No reporting requirement or minimum response rate / option to replace previous Indicator 14 Report with new results. Duplicated count of all the post school activities in which youth are engaged. Add district-specific questions to the survey. Stipends for interviewer training and completed interviews. Any district / any year / multiple year participation. Outcomes can be used to apply for “Better Bottom Line” State will provide up to $1,000 for each exiter engaged in higher education, other education or training or competitive employment Together with the TIP, use to support PDP and SLOs. Post School Outcomes 6 Transition Improvement Grant ( IDEA CFDA # TIP ( November 2015www.witig.orgwww.witip.org

I ndicator 14 of the State Performance Plan (SPP) requires that states report an unduplicated count: “Percent of youth who are not longer in secondary school, had IEPs in effect at the time they left school and were” A. Enrolled in higher education within one year of leaving high school B. Enrolled in higher education or competitively employed within one year of leaving high school C. Enrolled in higher education or in some other postsecondary education or training; or competitively employed or in some other employment within one year of leaving school” 20USC 1416(a)(3)(B) Indicator 14 Definition 7 Transition Improvement Grant ( IDEA CFDA # TIP ( November 2015www.witig.orgwww.witip.org

8 Enrolled full- or part-time Community/technical college (2-year program) College/university (4-year or more year program) Completed at least 1 term Higher Education Worked for pay at or above the minimum wage In a setting with others who are nondisabled Average of 20 hours a week 90 days at any time in the year since leaving high school Includes military employment Competitive Employment enrolled full- or part-time education or training program that is less than a 2-year program (e.g. adult education, vocational school, short-term training, humanitarian, GED, on-the-job training) Completed at least 1 term Other Postsecondary Education or Training 90 days at any time since leaving high school Hours, wages and setting are not considered -hours may be less than 20/week; compensation may be below minimum wage; setting may be other than the community Other Employment Indicator 14 Reporting Criteria Transition Improvement Grant ( IDEA CFDA # TIP ( November 2015www.witig.orgwww.witip.org

Data Collection Process Every district must participate once within a five year cycle – MPS Annually 9 New “Improvement Planning” Results Assessment year begins with the 2016 survey year. Interviews occur one calendar year (July-October) after the student has exited school but now will occur at the beginning of the district’s monitoring year is the first year in the next 5-year Improvement Planning cycle. Transition Improvement Grant ( IDEA CFDA # TIP ( November 2015www.witig.orgwww.witip.org

A: This target has nearly one in three exiters participating in higher education; this is close the average participation over the past four survey years. B: This target has just over two-thirds of exiters engaged in in higher ed. or competitive employment. This represents an increase of 10% in employment from Improvement Targets Through the State Performance Plan (SPP), Wisconsin DPI must, along with an advisory board, set annual and five-year goals for each A, B and C reporting criteria. Only the state, not districts, need to set targets. Trend data and 2019 targets are shown on the next slide. 10 C: This target represents participation equal to the highest level of engagement within a 10-year period and is an decrease in un-engagement from 22% in 2014 to 17% in The only way the state can reach its targets is when schools engage in effective transition practices that benefit youth.
