2 Background 2011 Alberta Capital Airshed (ACA) named St. Albert a priority location for regional air quality monitoring 2012 Provincial funding allocated for Air Quality Monitoring Station in St. Albert 2012/2013 The City worked with Alberta Environment & Sustainable Resource Development (AESRD) to determine a suitable site 2013 Development Permit application submitted for Larose Park and was denied by the Subdivision Appeal Board

3 Background 2013/2014 The City created an group of experts made up of AESRD, ACA, EAC and resident air quality experts. Group met on several occasions to discuss possible locations – 10 sites down to 3 Changes to Land Use Bylaw Based on preliminary air testing, Larose Park, Salisbury Park and Fountain Park all met the selection criteria

Site Selection Criteria Prevailing wind direction Specific elevation angles from the air sample intake to the top of any obstacle (e.g. buildings, trees) Distance from major roads, large tree stands, river valleys, etc. Basic infrastructure needs for a station such as proximity to power, parking and access for technicians to get into the station 5

Comments expressing concerns regarding location included Visual impacts of an air quality monitoring station; Impact on property values for homes near the station; Enjoyment of park space and general loss of park space; Comments regarding the suitability or “legality” of utilizing park space for locating the station.

11 Recommendation That Administration initiate the development application process for establishing an air quality monitoring station at Salisbury Park.
