1 Camarillo Springs Project Draft EIR Scoping Meeting
July 23, 2019

2 What is an EIR? The City of Camarillo has determined that an Environmental Impact Report (EIR) will need to be prepared for the proposed Camarillo Springs Project. An EIR is a document that evaluates and identifies the potential environmental impacts of a proposed project and identifies mitigation measures to reduce the significant impacts of the project. The EIR will have to be certified by the City Council before the project could be approved.

3 What is an EIR Scoping Meeting?
Provides an additional opportunity for the City to solicit input regarding the issues of concern that should be evaluated in the EIR for a proposed project. Not a public hearing. No actions for approving or denying the project. No vote for approving or denying the project.

4 Start of Environmental Review Process (CEQA)
Notice of Preparation (30-day public review period) Informs public agencies and the public that an EIR is being prepared for a proposed project and solicits input regarding the issues of concern that should be evaluated in the EIR. Agencies, organizations, and individuals are asked to provide written comments. Review period for this project is July 15 through August 14. EIR Scoping Meeting (during NOP review period)

5 Pubic Outreach for Scoping Meeting
Notice on City’s website at: evelopment/pending_projects.php NOP mailed to numerous public agencies. Notice mailed to all residents and property owners in Camarillo Springs. Notice published in local newspaper. Announcement on the City’s Facebook page.

6 Proposed Project Redevelopment of the Camarillo Springs Property.
Up to 300 single family, detached homes for seniors (55+) Redesigned golf course. New clubhouse, restaurant, and bar. Parks and walking trails. List of Entitlements General Plan Amendment. Change of Zone. Tentative Tract Map. Residential Planned Development permit. Modification to Special Use Permit.

8 Issues to be Addressed in the Draft EIR
Aesthetics/Visual Resources Views and consistency with City standards. Light and glare. Blighted conditions. Based on the fiscal impact analysis being prepared for the changes to the golf course. Air Quality Consistency with the Air Quality Management Plan. Construction-related emissions and dust. Construction-related health risks. Operational emissions.

Biological Resources Impacts to sensitive on-site biological resources. Wildlife movement. Cultural Resources/Tribal Cultural Resources Historic significance of golf course. Consultation with Native American tribes.

Geology and Soils Earthquake faults. Liquefaction. Soil erosion. Unstable soils. Greenhouse Gas Emissions Generation of greenhouse gas emissions. Consistency with GHG reduction plans.

Hazards and Hazardous Materials Historic use of fertilizers and weed control. Historic oil well exploration. Hydrology and Water Quality Flooding Pre- and post-construction water quality.

Land Use and Planning Project consistency with applicable goals and policies from the General Plan. Noise Construction noise. Operational noise and increases in roadway noise. Population and Housing Increase in City population.

13 Issues to be Addressed in the Draft EIR – cont.
Public Services, Recreation, and Utilities Increase in demand for public services and utilities: Fire and police protection. Public schools. Parks and recreation. Water supply. Sewer/wastewater. Solid waste disposal.

14 Issues to be Addressed in the Draft EIR – cont.
Traffic and Circulation Impacts to local intersections. Impacts to U.S. 101. Safety at U.S. 101 ramps. Site access and circulation. Emergency evacuation.

15 Next Steps Draft EIR Public Review (45-day public review)
Provides public agencies and the public with the opportunity to review the potential environmental impacts associated with the proposed project and allows comments to be submitted regarding the impacts of the project. Publication date is to be determined. Notice of Availability will be published and mailed. Will be available on the City’s website.

16 Next Steps - continued Final EIR
Provides the City’s responses to comments received on the Draft EIR and potential changes to the text of the Draft EIR. Will be published prior to public hearings. Will be provided to commenters. Will be available on the City’s website.

17 Eventual Public Hearings
Planning Commission and City Council Public Hearings Provides the opportunity for public agencies and the public to present their opinions regarding the proposed project. Consider certification of the Final EIR. Consider approval of the project entitlements. Future dates are to be determined.
